Talent Acquisition Specialists are assigned a portfolio of City departments and areas of focus. One of the successful incumbents for this posting will be assigned a portfolio with dedicated capacity for establishing proactive outreach initiatives, program development and oversight related to Equity, Diversity and Inclusion and City of Victoria recruitment. Position Summary:


Reporting to the Manager, Human Resources, the Talent Acquisition Specialist is responsible for providing full-cycle talent acquisition support to an assigned client portfolio. As the subject matter expert in matters related to recruitment, they partner with hiring leaders to understand their operational recruitment needs and business objectives, enabling them to provide strategies for attracting and selecting people with the competencies to be successful. Their approach to guiding leaders through this process impacts the organization\xe2\x80\x99s ability to achieve its objectives.


Accountabilities:


The Talent Acquisition Specialist works in collaboration with hiring leaders to deliver full-cycle talent acquisition support to assigned client groups. Specific responsibilities include:

  • Receiving staffing requisitions and consulting with hiring leaders to develop talent acquisition strategy, selection criteria, and action plans
  • Drafting, developing, and advertising positions using clear and effective job postings
  • Supporting hiring managers to fairly and objectively screen applicants by providing advice, information, and tools to determine qualification based on established role requirements
  • Facilitating positive candidate experience throughout the talent acquisition process in close collaboration with hiring leaders, focusing on clear and timely communication
  • Consulting with hiring leaders to create pertinent interview guides, testing and other selection methods that enable them to identify the best candidates for the position
  • Leading selection interview panels, facilitating and coaching hiring leaders on appropriate interview techniques to ensure fair, defensible, and welcoming hiring processes
  • Building hiring leader capacity and capabilities through training and development
  • Coordinating large-scale hiring initiatives, including annual hiring for temporary seasonal work for the Public Works and Parks departments, Victoria Fire Department Firefighter hiring processes, Recreation Division hiring for groups of temporary positions, and staffing to new or changing operational areas. This requires the Talent Acquisition Specialist to perform consultation, planning, administration, and oversight responsibilities, taking a project management approach to each hiring initiative
  • Administering recruitment-related policy and interpreting and advising on collective agreement provisions as they apply to the talent acquisition process
  • Preparing hiring leaders for presenting offers of employment and negotiating terms not specific within collective agreements, including preparing offer letters
  • Supporting successful candidates through the onboarding process
  • Providing meaningful feedback and coaching for candidates to enable their future success
  • Working within the HRIS, Applicant Tracking System, and established records management systems to ensuring required documentation, records and administration are completed
  • Accurately recording, composing, and analyzing recruitment related data, metrics, and reports and using this information to inform and advise on future talent acquisition action, strategies, or process improvements
  • Proactively identifying opportunities for operational leaders to creatively solve talent acquisition challenges in collaboration with HR Client Services team members through the Job Design and Evaluation process
  • Participating in grievance processes related to talent acquisition activities
  • Supporting operational leaders and Abilities Management colleagues in identifying appropriate employee accommodations and return to work plans
  • Identifying, developing, and leading talent acquisition related program and process improvements
  • Contributing to the operations and administration of the People and Culture Department, including identifying trends, issues, and identifying solutions



Perform other related activities.


Qualifications:


  • Post-Secondary diploma in Human Resources or a related field
  • At least 2 years of progressively responsible full-cycle recruitment experience
  • Experience using and HRIS, Applicant Tracking System or related software
  • Experience applying recruitment strategies including sourcing, selecting, and working with external recruitment agencies, and using external posting options, including social media channels



The following are considered assets:

  • Chartered Professional in Human Resources (CPHR) designation
  • Additional Post-Secondary education in Human Resources or a related field
  • Experience in a unionized environment



Work schedule: Monday - Friday, 35 hour work week
Pay band 3, $82,239.09 \xe2\x80\x93 $96,750.99
