The Senior Project Coordinator - Habitat Development is responsible for coordinating, planning and administering the development, procurement, design and construction of habitat development projects. While this position is focused on the development, maintenance, and delivery of habitat enhancement and restoration projects, it may also include support for and development of environmental initiatives and programs, as directed. The position also includes related communications with internal and external entities including Indigenous groups, and port authority representation on interagency committees and in project-related discussions. The Senior Project Coordinator - Habitat Development will:

  • Prepare briefing papers, business cases, submissions, reports and presentations to facilitate the approval of projects.
  • Coordinate the planning, execution, monitoring, reporting, and closing out of projects, including tracking open action items, issues and risks and ensure timely resolution.
  • Provide construction and design coordination advice to the appointed project manager.
  • Prepare requests for proposal and tender calls; participate in the selection, and coordination of consultants and contractors.
  • Assist with the preparation of project cost estimates and progress reports, and prepare high level schedules for project delivery and resource management purposes.
  • Assist in overseeing site investigation, topographic surveys and other pre-construction contracts.
  • Coordinate detailed annual monitoring and maintenance work plans for port authority habitat bank sites, including planning and supervising scope, schedule and budget for maintenance contractor(s) and specialist consultants.
  • Oversee specialist consultant teams and maintenance contractor(s) and contribute to their work as required. Monitor plan implementation and progress. Tabulate and present monitoring and maintenance data and assist in the interpretation of its significance, with support from specialist consultants as appropriate.
  • Lead the preparation of annual program reviews and reports for the port authority habitat bank, including coordinating and incorporating Indigenous feedback, where relevant.
  • Assist in coordination of all major permit applications for the delivery of relevant projects
  • Coordinate and participate in communication, engagement and consultation with project stakeholders, including municipalities, adjacent communities, regulatory agencies, environment and conservation groups and Indigenous groups.
  • Coordinate and administer construction activities: inspect and record construction activities and progress.
  • Report on project status through various internal VFPA tracking systems, prepare and/or check progress claims and participate in the preparation of monthly project status reports.
  • Provide port authority representation at meetings with environmental regulatory agencies, community and Indigenous groups, and stakeholders, and where appropriate, assist in facilitating competing priorities to ensure VFPA interests are met.
  • Contribute to the development and, implementation of programs, initiatives, guidelines, and policies related to ecosystem and environmental management, best practices and other similar programs, both internally and to partnered external programs.
  • Carry out or assist with data collection projects including for soil, groundwater, surface water and sediment sampling, and biophysical site surveys.
  • Participate in health and safety initiatives and comply with established policy, procedures and guidelines to protect yourself and your work colleagues. Report concerns, hazards, risks and incidents to management for follow-up.
Success Profile
A successful candidate must have a university degree in civil engineering, physical sciences or other acceptable degree from a recognized educational institution along with a minimum of three years of experience in the delivery of major infrastructure projects within complex multi-stakeholder environments including project development, procurement, design and construction supervision or contract administration, or other directly related experience. Must have excellent computer skills including the use of Microsoft Office tools. Experience in the use of design software would be considered an asset.

The ideal candidate must be a self-motivated individual with strong interpersonal, communication, technical writing, and negotiation skills. This person will demonstrate good judgment, professionalism, diplomacy and tact with a variety of internal and external audiences, including customers, tenants, governments and Indigenous groups. Must enjoy working within a team environment; must handle pressure well and have strong critical thinking and problem-solving skills. Must be organized, work well independently with minimal supervision, with an ability to manage multiple tasks and work to deadlines. This position has normal office conditions with regular exposure to active construction sites and industrial waterfront environments (over or within 10 metres of the shoreline) requiring personal protective equipment in any weather conditions, including adverse.
