The Engineering Department is responsible for the Municipality\xe2\x80\x99s extensive infrastructure networks including: three water treatment and distribution systems (240 km of pipes, 5 dams, 7 pump stations, 16 reservoirs, 10,000 connections); four sanitary collection and treatment systems (150 km of pipes, 14 pump stations, 4 wastewater treatment plants); an extensive road and active transportation network (300 km of roads, 7 bridges, 136 km of sidewalk, 63 km of bicycle facilities, 2 traffic signals, and 12 roundabouts) as well as an extensive drainage and flood protection network (160 km of pipes, 4 km of dikes, 5 flood pump stations). Reporting to the Director, Engineering this position provides senior leadership and supports the day-to-day management of the engineering team. The engineering team is comprised of a Utilities Group (Water, Sanitary and Drainage) and a Transportation Group (Roads and Active Transportation). The Senior Manager, Engineering (Transportation) liaises closely and works collaboratively with the Operations Department, the Environmental Services team, the Planning and Building Department, the Parks and Recreation Department, the Subdivision Group, and other senior leaders. The Senior Manager, Engineering (Transportation) supports the Director, Engineering in long-term planning for the department, and works collaboratively with the Senior Manager, Engineering (Utilities) to coordinate project planning and execution. The position is also responsible for implementing the Municipality\xe2\x80\x99s strategic priorities and goals, including preparing and making global decisions related to the Engineering Department capital and operating budgets and asset management. This position performs professional Engineering work for the safe and efficient movement of people and goods within the Municipality encompassing all modes of transport. This position is responsible for coordinating the implementation of new and replacement vehicle and active transportation infrastructure and assists with the development and maintenance of the capital program and asset management plan. This position also manages, develops, reviews, assesses, and monitors traffic management and transportation planning projects, work plans and programs. As and when required, retains and manages engineering consultants to support the numerous projects that the department is involved in. Provides instruction and leads a team of traffic technicians/assistants. Performs related work as required. This position may be called upon to prepare for and attend regular Council and/or Committee of the Whole meetings when required, attend routine senior leadership meetings, represent the Municipality at Regional functions, and liaise with neighboring local governments (City of Duncan), First Nations, and other government agencies (BC Ferries, BC Transit, MoTI, School District). Deployment to other duties may be required from time to time at the direction of the Director, Engineering. As the preferred candidate, the incumbent must be a Professional Engineer (P. Eng.), be a full registrant in good standing with Engineers and Geoscientists BC, and possess 10+ years of experience as a transportation engineer, with at least three years of progressive experience in senior engineering positions, preferably in a local government environment. The successful candidate will also possess experience in the following key areas:

• TECHNICAL SKILLS:
  • planning and design of transportation, active transportation, and related infrastructure;
  • knowledge of planning and design of drainage systems related to transportation infrastructure;
  • knowledge of safety assessments and use of countermeasures;
  • development of transportation terms of reference for development projects of all sizes;
  • development of signal timing plans for full signals and pedestrian activated flashers;
  • understanding and implementation transportation demand management strategies;
  • understanding of MoTI and TAC standards and guidelines;
  • proficiency in using Microsoft Office programs;
  • understanding VISUM modelling considered an asset;
  • understanding of traffic operations and modelling at the intersection level using Synchro/SimTraffic software considered as asset;

• MANAGEMENT SKILLS:
  • strong project management and budget management skills;
  • the ability to deal effectively with the general public and development community;
  • demonstrable ability to manage engineering and project team staff in a unionized environment;
  • demonstrable innovative problem-solving abilities.

• COMMUNICATION AND CONSULTATION SKILLS:
  • superior communication skills, including outstanding oral presentation and report-writing skills, in order to establish and maintain effective working relationships with staff, senior management, Council and members of the public;
  • public communications and engagement including consultation with First Nations.

You will also possess and maintain a valid Class 5 B.C. Driver\'s Licence; a satisfactory current driver\'s abstract will be required.
