Property Manager (One-year term position)



The West Central Women's Resource Centre (WCWRC) provides services and programming to women, gender diverse people and their families in the West Central neighbourhood of Winnipeg. WCWRC is women centered and practices empowerment, inclusion, harm reduction, multi-level, and community economic development philosophies to support women experiencing poverty, homelessness, mental illness, violence, substance use or participating in sex work.

Position Summary:

WCWRC opened a transitional housing building in April 2024. The building includes 16 units for women and gender-diverse individuals who have experienced violence. The Property Manager will oversee the daily operations of this building.

ASAP

Salary:

$27-30/hour, 3 weeks' vacation, plus a benefits package and matched RRSP after 3 months

Time requirement:

75h every two weeks

Duties and Responsibilities:



Tenancy Management

Manage and maintain occupancies, filling vacancies in a timely and efficient manner Provide tours of building to new and potential tenants Liaise with support staff in reviewing referral applications for suitability according to policy Process applications that meet the program eligibility as per policy Prepare all necessary documents including lease agreements, renewals and maintain hard copies for tenant files and electronic copies Collect and process payments for rent, damage, pet deposit and other fees as required Liaise with EIA & CMHB around tenant rent payments Apply to CMHB for rent subsidies on behalf of tenants Determine rental rates and submit monthly invoices to CMHB Manage financial tracking for rent collection Ensure immediate charges on accounts are updated and processed in a timely manner Maintain positive tenant relationships through professional and effective responsiveness and proactive consideration of tenant issues Enforce terms of lease agreements by following procedures for corrective behavior as per policy
Building Management

Process service requests received by telephone, email and personal visits Track service requests Maintain the physical building through coordination with various contractors Inspect tenant units regularly and act on issues that arise Distribute notices to tenants regarding unit entry, contractor work and inspections Manage maintenance & repairs budget Monitor security cameras Manage building's electronic key system Liaise with after-hours maintenance company Support with the coordination of renovation projects Coordinate unit turn-overs Purchase furniture & replenish housewares
Administration

Maintain organized files and records of activity regarding work with tenants Oversee and track programming budget
Other

Participate in relevant WCWRC and community meetings with peers as assigned Actively participate in WCWRC staff retreats, trainings and meetings Other duties as assigned

Knowledge, Skills and Abilities



Essential

Experience in Property Management/Coordination or related experience Knowledge of EIA, housing systems and the Residential Tenancy Act Ability to apply mathematical formulas to determine rental rates Knowledge of Building Code regulations Experience in tendering process Ability to meet tight deadlines and quick turnaround, take initiative and demonstrate good judgement; Knowledgeable in preventative maintenance Excellent verbal and written communication skills with strong interpersonal skills; Ability to work within anti-racist and anti-oppressive, trauma-informed frameworks and actively engage in ongoing learning about these frameworks Professional and responsible with sensitive and confidential issues Self-motivated and able to work with minimal supervision Time management skills, with the ability to prioritize, handle high volume workloads and multi-task daily activities in a fast-paced environment Strong organizational skills with attention to detail Proficiency in Microsoft Office and have computer skills Strong ability to work collaboratively in a diverse staff team Open and willing to work within WCWRC's values

Class 5 drivers license required; access to a vehicle an asset


Preferred

Lived experience of overcoming housing insecurity, homelessness, poverty and/or marginalization strongly preferred

Experience working within the non-profit sector Experience working collaboratively with community organizations Experience working with Property Management software would be an asset Strong understanding of empowerment philosophies

Work Conditions



Week-days, in-person at the offices of 590 Victor There is a risk of exposure to potentially unpredictable behaviors and situations Evening and weekend work may be required Some on-call will be required
