867-580-3386 Paulatuk Housing Association Manager PURPOSE OF THE POSITION The Paulatuk Housing Association Manager is responsible for the administration, management and delivery of all public social housing programs, services and properties within the community of Paulatuk under the terms and conditions of the Management Agreement between the Paulatuk Housing Association (PHA) and the Northwest Territories Housing Corporation (NWTHC). SCOPE The PHA Manager reports to the Paulatuk Housing Board of Directors and has a functional reporting relationship with the NWTHC. The Manager must work within the terms and conditions established in the Management Agreement between the PHA and the NWTHC. He/she must also comply with all relevant legislation in general and the Residential Tenancy Act in particular. The Manager is responsible for the provision of all Public Housing, Home Ownership (HELP) and Market Rental programs and services within the community. The PHA Manager is responsible for ensuring the maintenance and upkeep of all housing properties within the community. The PHA Manager is responsible for meeting the reasonable needs of tenants and ensuring that tenants comply with NWTHC and local housing policies and procedures. The Manager is responsible for supervising the duties of the Tenants Relations Officer. The PHA Manager must be in good standing, and not have any arrears associated with any Housing Association and/or Authority. RESPONSIBILITIES (Major responsibilities and target accomplishments expected of the position including the typical problems encountered in carrying out the responsibilities.) 1. Manage and administer all social public housing programs, services, and properties in order to ensure they are delivered and maintained in an effective and efficient manner 2. Manage and administer all financial responsibilities and obligations in order to ensure that the PHA is operating within established financial legislation, terms, and conditions 3. Manage the ongoing maintenance of Public Social, Home Ownership and Market Rental units in order to ensure that all housing is safe and maintained within established codes and standards 4. Manage human resources within the PHA to ensure that all staff are capable of completing assigned tasks and that morale within the is maintained 5. Provide support and advice to the PHA Board of Directors in order to ensure Board Members are aware of operations and able to make informed decisions 6. Manage tenant relations in order to ensure that tenants needs are reasonably met and that tenants comply with the terms and conditions of their lease 7. Develop community based housing programs in order to assume additional powers and responsibilities from the NWTHC The Manager is responsible for 66 housing units and an annual budget of $627,000. He/she is responsible for managing a staff of 3.5 and directly supervises the following positions:

  • Housing Foreman
  • Tenant Relations Officer
