The Aboriginal Friendship Centres of Saskatchewan (AFCS) is seeking a highly motivated and experienced Program Manager to oversee the Member Engagement portfolio. This position plays a vital role in supporting the strategic priorities of AFCS and our 11 Member Friendship Centres by ensuring effective administration of core funding contributions, strong accountability, and collaborative capacity-building efforts that strengthen urban Indigenous service delivery across Saskatchewan.
Key Responsibilities
Program Oversight: Manage the planning, delivery, monitoring, and evaluation of all UPIP-funded initiatives in alignment with contribution agreement requirements.
Partnership Development: Build and maintain strong relationships with Member Friendship Centres, supporting them with funding-related questions, capacity-building efforts, governance best practices, and financial compliance.
Governance Support: Provide mentorship and guidance to Centres in strengthening organizational governance, strategic planning, and policy implementation.
Reporting & Evaluation: Collect and analyze data to monitor outcomes, generate high-quality narrative and financial reports, and support continuous improvement across programs.
Financial Accountability: Monitor budgets, expenditures, and compliance under UPIP agreements, and support Centres in understanding their financial obligations.
Engagement: Travel throughout Saskatchewan to meet with Member Centres, support organizational needs, conduct site visits, and foster ongoing collaboration.
Qualifications
Post-secondary education in Indigenous Studies, Public Administration, Community Development, or a related field. Equivalent work experience will also be considered.
Minimum 3-5 years experience managing government contribution agreements.
Demonstrated understanding of Indigenous governance, non-profit structures, and community-based program delivery.
Strong analytical, communication, and interpersonal skills.
Proficiency in reporting, data analysis, and project evaluation.
Ability and willingness to travel regularly.
Valid driver's license required.
Assets
Experience working with urban Indigenous communities and organizations.
Knowledge of the Friendship Centre Movement.
Understanding of federal funding frameworks.
