POSITION SUMMARY
The Manager will oversee the
Housing
and
EarlyON Programs
, providing leadership and direction to ensure high-quality, inclusive, and outcome-driven services. Working collaboratively with both teams, the Manager will manage day-to-day operations and support program efficiency and impact. This role offers an opportunity to apply expertise in housing and early childhood development to advance TNO's goals of reducing homelessness, supporting housing stability, and promoting early learning in diverse community settings.
DUTIES & RESPONSIBILITIES
Manage Housing and EarlyON programs at multiple sites, including day-to-day operations, coordination, budgeting, client/funder liaison, and reporting.
Manage and coordinate all aspects of both programs and systems to ensure compliance with legislation, guidelines, and standards, and that service targets are met and reported on.
Ensure that you, as the TNO representative, meet the service delivery requirements as stipulated by funders, and ensure all necessary tools and resources are developed to operate efficiently in an outcome measurement environment.
Establish and reinforce processes to ensure services adhere to TNO's standards, policies, and funding guidelines.
Manage and coordinate the implementation of best practices to respond to emerging early years' needs.
Identify, assess, and evaluate risks to the program and work with the Director to control problems or risks as appropriate.
Make decisions by applying rules, policies, guidelines, and procedures; exercising independent judgment; analyzing complex information; and interpreting policies effectively.
Supervise program staff, develop work plans, and lead program implementation in collaboration with senior management, staff, and community service providers.
Manage, motivate, and support employees in a manner consistent with TNO values, policies, and procedures, including selection, scheduling, conflict management, and performance evaluation.
Schedule staff shifts to ensure adequate coverage, address staff concerns, and maintain proper documentation as per TNO procedures.
Conduct annual performance reviews, including KPI's, short- and long-term goal setting, staff development, and identifying training needs.
Effectively lead teams, provide support, and contribute to a positive and inclusive workplace culture.
Promote a culture of prioritizing client and neighbourhood needs and teamwork by supporting staff in all aspects of their work.
Act as Manager on Duty to provide crisis prevention, intervention support, and solutions for operational challenges during opening and closing.
Support staff in planning, coordinating, and evaluating services, events, and activities.
Manage and lead staff to develop programming based on Toronto Children's Services Operating and Business Practice Guidelines.
Create and maintain project management systems to track key indicators such as intakes, demographics, case management, client tracking, attendance, and outcomes.
Prepare data-driven progress reports that align with funding agreements and management requests.
Ensure all relevant policies, service standards, and informational materials are developed and provided to all staff.
Set deadlines, assign tasks and responsibilities, and monitor and report on program progress.
Manage program budgets, monitor expenditures, and make financial adjustments as needed in compliance with funder mandates.
Support developing and implementing TNO's strategic goals and operational plans
Maintain strong and effective relationships with service partners to ensure all service components operate efficiently (e.g., Toronto Rent Bank, Access to Housing, Ontario Energy Board).
Facilitate the development and maintenance of strong collaborative working relationships with the community, external partners, funders, and stakeholders.
Build new partnerships and engage in community outreach to address service gaps through innovative initiatives.
QUALIFICATIONS & EXPERIENCE
Undergraduate degree in a relevant field or equivalent professional work experience in the health or social services sector; a master's degree is an asset.
5+ years progressive management experience in a comparable organization or managing similar programs, and extensive knowledge of overall coordination and integration of services to diverse communities.
Practical knowledge of the housing sector best practices, the Housing First model, the Residential Tenancies Act, the Housing Services Act, and all other relevant legislation.
Comprehensive understanding of applicable legislation, standards and theories of Early Childhood Education and pedagogy.
Demonstrated understanding of the Toronto Housing sector and issues being faced by the populations we serve.
Overall knowledge of challenges faced by immigrant and refugee individuals including children and families, and other marginalized groups.
Proven ability to craft/create successful funding proposals, briefing notes, and recommendations; prepare multiple program reports using a variety of structures including web portals, within tight deadlines.
Effective communication skills including tact, diplomacy and conflict resolution.
Deep understanding of anti-racist, decolonizing, and anti-oppressive principles as they relate to newcomer, refugee, and immigrant communities.
Valid driver's license and access to a reliable vehicle is an asset.
Experience managing, leading, and evaluating staff performance.
Possess creative, innovative, and solution-seeking traits.
Political insight as well as the ability to work with people from diverse demographics.
Experiences working with Microsoft office suite - including teams, PowerPoint, and Excel.
Proven ability to develop and maintain credible and trusting relationships with key stakeholders.

45 Overlea Blvd, Toronto, ON M4H 1C3; 10 Gateway Blvd, North York, ON M3C 3A1; and other TNO locations as required.
Schedule:
Monday to Friday, 9:00 a.m. to 5:00 p.m. (35 hours per week). Some evenings and weekends will be required.
