How will you contribute?

If you are a creative, self-driven, forward-thinking HR professional, with sharp analytical skills and a proven track record of designing, developing and implementing high impact talent management programs in areas such as performance management, leadership development, learning and development or succession planning, this is the role for you! In this job, you will help transform and modernize the Senate\'s talent management framework by delivering top notch talent management programs aimed at enhancing the capabilities and performance of our employees. Among other things you will:

  • Lead the design, planning, development and implementation of talent management programs;
  • Implement an organization-wide learning and development strategy and curriculum for target employee segments;
  • Monitor, evaluate and report on the performance of talent management programs;
  • Manage, coach and direct the work of the Talent Advisor focused on recognition and the day-to-day administration of the learning and development program;
  • Deliver presentations, briefings, discussion papers and other communication materials to broad audiences both at the management and non-management level;
  • Lead HR projects and initiatives applying best practices in project management and change management; and
  • Conduct research, consultation and analysis on talent management best practices to inform program development.

The general public to staff one (1) indeterminate, full-time position in the Human Resources Directorate. This selection process may be used to staff other positions at the same level with similar requirements.

Prerequisites
  • A bachelor\'s degree in Human Resources, Organizational Development, Business Administration, Adult Education or a related discipline OR have an equivalent combination of education, training and experience;
  • 7 years of progressive experience in various aspects of human resources and talent management providing strategic and operational support and guidance in performance management, succession planning or organizational and leadership development;
  • Hands-on experience in defining and implementing talent management initiatives that have improved business performance, fostered retention and developed the people;
  • Demonstrated experience managing projects of varying scope from conception to implementation;
  • Solid experience providing recommendations to senior management;
  • Experience managing, coaching and developing talent;
  • Tried and tested analytical, problem-solving and critical-thinking skills;
  • Strong communication skills (both written and oral) including experience with facilitation and presenting to audiences at all organizational levels.
