Senior Consultant, Talent Management (Learning Management System & Technology)
As a Senior Consultant Talent Management (Learning Management System & Technology) you will support the maintenance and configuration of the Cornerstone on Demand Learning Management System (LMS). This role will work closely with the Talent Management units and divisional contacts to support in delivering programs, training, and system sustainment. This includes system administration, divisional system training development and delivery, database management, eLearning course publishing, system consultation, troubleshooting, and reporting.
You will play a key role in enhancing the Toronto Public Service (TPS) through developing and enabling and supporting divisions to utilize the Learning Management System (LMS) to meet their learning needs as well as provide specialized technical and business consulting services to meet various project needs (including business process reviews, data and application designs and reviews, and technical assessments).
Assisting in the development of talent management processes, procedures, and documentation, you will participate in systems testing for deployment of functionality, enhancements, and provide input in the development and update of various technical documentation (e.g. functional specifications, test scripts). You also play a key role in the coordination of application testing working within the City\'s change management process.
You have strong consultation skills, and will provide insight, advice, and guidance to internal
clients, translating business needs into technical specifications. With a background in translating
data to business insight, you provide updates, presentations and reports to clients and divisional
partners.
With excellent troubleshooting skills, you have considerable experience analyzing and problem solving to investigate operational system issues.
What will you do?
Learning Management System Administration, Reporting, Support & Training
Participates as part of a team of talent management and systems professionals, works collaboratively and maintains productive working relationships with clients, business experts, and technical staff from other divisions.
Support the Divisional onboarding and maintenance for the LMS.
Support new and existing application activities including user requirements gathering, research activities, testing, implementation, sustainment and support of all HR Systems Manages small to mid-size strategic initiatives and projects, including leading or co-leading task groups. Ensures established work plans are followed by liaising with the HRIS Manager and various stakeholders
Facilitate the adoption and adherence to newly established policies and standards addressing corporate culture change from both a system and people perspective.
Manage divisional administrative Communities of Practice.
Prepare and review quarterly software updates.
Manage escalated technical issue resolution.
Assist in monitoring system and outcome performance of the system on a continuing basis, assess requirements and make recommendations for such procedural changes, as may be required to improve efficiency and performance.
Maintain up-to-date knowledge of technical developments, as they pertain to the area of specialization, including: applicable legislation, industry standards and procedures, regulations and techniques.
Conducts testing and implementation of design concepts to meet functional requirements including User Acceptance Testing (UAT).
Uses technical expertise to research, investigate options, and propose solutions.
Liaises and coordinates with internal & external groups on accomplishment of deliverables.
Conducts walk-through of deliverables to identify potential problems.
Identifies risks and prepares action plans to mitigate.
Prepares findings and \xe2\x80\x9cLessons Learned\xe2\x80\x9d from post implementation project reviews and system updates.
Support the Manager and Management Consultant on programs, specifically in a full range of Learning and Learning Technology services, to achieve the strategic requirements of the Talent Management framework and the initiative to drive change.
Provide training to enable divisional ELI administrators.
Assists staff in understanding of business processes and logic.
Leads team to draft implementation & rollout strategies and plans.
Resolve divisional LMS issues and work closely with the team on LMS usage reporting.
Designing and developing standard, custom and ad hoc reports.
Produce and analyze a wide variety of standard and custom reports from the learning management system that support eLearning strategies and provide qualitative and quantitative data about the status and completion of divisional eLearning requirements.
Assist the Talent Management team with the development of effective training and the evaluation of training initiatives.
Ensure quality assurance through course content review and the design and implementation of user testing processes prior to delivery
Ensure, in conjunction with the divisional lead, that vendor contracts are well managed and expenditures are effectively controlled and maintained within approved budget limitations.
Support tools that improve divisional performance and coordinates with business partners to ensure effective divisional implementation.
Provide effective consultation/issue resolution services, interpretation and guidance to all levels of management, employees, and external organizations, requiring an integrated knowledge of human resource management and interpretation of legislation, collective agreements, policies, programs and processes related to compensation.
Participate in complex programs/projects, make recommendations, implements solutions.
Undertake studies and prepare reports required by senior staff.
What do you bring to the role?
In order to be successful, you bring project and change management experience, along with your group facilitation experience.
Past participation/involvement with software projects and initiatives at the City (e.g. development, testing, training, implementation, upgrading, etc.).
Experience facilitating working groups and managing multiple high priority tasks concurrently.
Considerable experience with People & Equity procedures and/or business processes, which may have been gained through previous work experience in the field

Post-graduate qualification in Training & Development is a strong asset, but will not be required for a candidate with extensive experience delivering results in a similar role.
Experience with the Cornerstone Learning Management System and Storyline Articulate is a definite asset.
