About the Legal Services Board of Nunavut
The Legal Services Board of Nunavut (LSB) is an independently run, arm's length public agency. As the territory's legal aid plan, it is responsible for providing legal services to financially eligible Nunavummiut in the areas of criminal, family, and civil law. LSB is governed by a territorial Board of Directors comprised of a Government of Nunavut (GN) representative, a Law Society of Nunavut representative, three regional representatives, and two members-at-large, all appointed by the GN Minister of Justice.
Legal services are provided through three regional clinics, located in Cambridge Bay (Kitikmeot Law Centre), Rankin Inlet (Kivalliq Legal Services), and Iqaluit (Maliiganik Tukisiiniakvik). Each clinic is staffed by a complement of family, civil and criminal lawyers, administrative support, and court workers, the latter based both within the clinics and in the communities. In addition to its staff lawyers, LSB relies on private bar counsel to address staff conflicts, and meet the demands of clients, the Court, and a growing circuit schedule.
About the Role
LSB's Board of Directors is looking for a Human Resources Director who, based at LSB's Maliiganik Offices in Iqaluit, will serve as a staff advocate, capably balancing the interests of LSB's human interests and organizational decisions, while effectively enhancing and supporting the convergence of Inuit culture and values with legal aid services.
Reporting to the Chief Executive Officer (CEO), you will lead the strategic planning for all human resources, workplace culture and well-being initiatives, from assessing organizational needs and capabilities, to developing strategies and programs to achieve business objectives and enhance organization effectiveness.
As a member of the senior leadership team, you will be a key advisor and, as such, be instrumental in planning and transforming the organization's people strategy to overcome challenges and meet business goals. As CPCO, you will develop and coach management on the successful implementation of people, cultural, and occupational health and safety programs and policies that support a safe, highly engaged retained staff. A key role will be Inuit capacity building, including general skills/knowledge and legal skills/knowledge to truly transform court worker, administrative, and management roles in the organization and justice system.
In this senior capacity, you will have wide organizational impact through the development of various HR strategic directions, programs, policies, and practices, and by managing the development and delivery of people programs, policies, and practices with the assistance of consultants and external stakeholders, as needed, and in direct consultation with the Chief Administrative Officer and Chief Client Services Officer.
Through these activities, you will play a pivotal role in ensuring that: job vacancies are adequately identified, sourced and filled with talent; staff are on-boarded, trained and developed; managers exhibit skilled leadership; employee relations matters are addressed in a timely, efficient way; people are compensated fairly with clear goals, direction and work plans; and clients are treated with care and respect.
As Human Resources Director, you will also act as an advisor to the CEO on human resources organizational problem-solving and strategizing, assess and mitigate employment-related risks, and identify opportunities for continuous improvement. About the Candidate
A Human Resources professional and leader, recognized as a champion of best practices in the field, you will bring to this senior mandate considerable experience in developing and delivering innovative human resources strategies, plans and programs, supported by a degree in Business, or an equivalent combination of education and successful management experience. A relevant designation, such as CHRP or CHRL, would be considered an asset.
Both strategically savvy and tactically skilled, you have the ability to set the vision, mission and goals for human resources, occupational health, safety, wellness, workplace culture and the promotion of Inuit cultural values and education through program delivery, as well as develop business execution plans that support organizational objectives. Committed to leading by example, you recognize the importance of communicating goals and objectives with management and leads, providing coaching and feedback to ensure they are achieved, as well as promoting and maintaining an engaged workforce.
Your knowledge and understanding of employment legislation, regulations and standards for policy interpretation and application are combined with expertise in Employee Relations, Occupational Health & Safety and HR Analytics. In particular, you will have the skills and commitment needed to realize a zero-injury statistic for each regional office, promote well-being through mental health and wellness education and initiatives, as well as modernize the HR function within LSB through people technology/platforms to optimize employee engagement and productivity.
Experience working in the North or with Indigenous peoples is an asset.
