Job Description


Support the Mission, Vision, Values and Code of Conduct of Home and Community Care Support Services.

Leads, plans, directs and organizes the Information Systems (IS) portfolio including the identification and implementation of relevant Information Systems education as part of Talent Management; regular performance reviews, conducting periodic team meetings to discuss workload activities, projects, change management and encourages team work etc.

Leads all aspects of HCCSS information systems which include strategic planning, development, evaluation and coordination of information systems. Determines systems and technology priorities for the organization.

Identifies the need for and develops IS policies and procedures.

Oversees IS strategic and operational planning.

Liaises with Health Shared Services (HSSO), and external partners.

Oversees the development and support of the IS infrastructure including new hardware/software acquisitions.

Oversees business related applications including Information Management Systems.

Oversees the support and implementation of telecommunications systems including telephone systems, cell phones and video conferencing.

Responsible for the development, communication and enforcement of information security best practice policies and procedures; providing strategic planning and guidance; and ensuring compliance with the design and implementation of secure environments. Supports Facility security and video surveillance systems.

Provides counsel in the selection and implementation of information security systems, methods and procedures; assess strengths and weaknesses in new project architectures; write security requirements for RFPs and evaluate the security of new technologies. Coordinates the management of security incidents when they occur.

Provides awareness on information security to all internal and external stakeholders.

Develops and oversees the IS budget. Identifies budget requirements, prioritizes and allocates available resources, ensures adherence to the budget and plans for and implements appropriate staffing requirements.

Involved with Business Continuity Planning and is a member of the Emergency Operations Committee.

Evaluates technology use and needs and recommends improvements.

Oversees the development of providing for data security and control, systems integration and disaster recovery.

Oversees Facilities team to ensure high quality customer service and adherence to legislative requirements and Facilities standards.

Ensures alignment with the HCCSS provincial Realty Strategy.

Responsible for leasehold improvement and furniture/ fixture projects as required.

Responsible for ensuring compliance to Facilities day-to-day operating policies and procedures driving consistency in support of a hybrid working model.

Participates and collaborates with other health system peers to identify initiatives that support and drive the Provincial Electronic health strategy and Patient\'s First Action Plan.

Leads projects related to selection, acquisition, development, installation and deployment of major information systems for HCCSS Provides IS related Project Management including development of IS related RFP\'s in collaboration with Contracts.

Directs research into information systems issues and new technology to foster continuous improvement and innovation.

Performs issues management role and prepares briefing notes for Senior Team as appropriate.

Other duties as assigned.

Minimum Qualifications & Position Requirements:

A university degree in Information Systems or the equivalent combination in education, training and related experience

Current ITIL certification

Demonstrated knowledge of the IS technologies in the HCCSS environment

Demonstrated strategic planning, business planning, budget and project planning knowledge within a healthcare, Public Sector and HCCSS context

Understanding of the Ministry mandated services and programs related to HCCSS

Working knowledge of the RFP process

7 to 9 years in progressively responsible IS position with 3 to 5 years managing IT in a unionized environment

Demonstrated knowledge and understanding of the Personal Health Information Act 2004 and how it relates to Information and Information Management Systems for the organization

Knowledge of organizational design and process design

Demonstrated business, partnership and stakeholder relationship facilitation and management skills to build and maintain effective relationships with contracted providers, professional bodies, and other stakeholders

Leadership, strategic and operational planning skills

Ability to lead teams through change

Experience in Facilities Management

Work Environment and Hours of Work:

Monday to Friday 8:30am to 4:30pm, subject to change (35 hours per week; 70 hours per bi-weekly pay period).

Position Location and Travel:

The Director role will be responsible for the East Region which includes, Central East, South East and Champlain areas.
