General Accountability

Assists in various activities relating to development applications and property transactions associated with the protection of TTC lands and property rights. This includes the coordination of TTC Departments\' review of development proposals in the vicinity of TTC infrastructure, and negotiation and coordination for the acquisition of property required to house, protect or provide access to TTC infrastructure or facilities. Also coordinates the disposal of surplus properties and development of surplus transit lands and air rights to ensure that subway structures, stations or other facilities, as well as TTC operations and services, are not negatively impacted. Negotiates and prepares various legal agreements and coordinates agreement renewals as required.

Key Job Functions

  • Coordinate the internal reviews of development proposals related to TTC lands and property rights, including conceptual and engineering plans. Circulate to various TTC departments as required. Discuss the TTC\'s comments with the developer for revisions as appropriate.
  • Manage negotiations from development concept to the execution of agreements.
  • Ensure through negotiation and coordination with developers, consultants, lawyers, and TTC departments that development projects in close proximity to subway stations, tunnels, and/or other TTC properties comply with the TTC\'s Developers Guide and operating, legal, and construction standards. Ensure that developments do not affect TTC\'s operating facilities and services.
  • Manage an agreement portfolio; negotiating, preparing and amending as required. Agreements may include property lease, lease extensions, lease renewal, construction, operating/maintenance, easement, encroachment, entrance connection, etc.
  • Respond to and make recommendations on various internal and external inquiries with respect to property and development rights, registered easements, property survey plans, and deeds.
  • Obtain necessary cost estimates for TTC work directly related to development projects or agreements, for discussion with various parties. Approve associated invoices.
  • Promotes a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. Education and Experience

Completion of a post-secondary college diploma or university degree in a related discipline (e.g. Business Administration, Engineering, Planning/Development), with additional courses in real estate, appraisals, negotiations and/or conflict resolution and directly related experience in the development/property industry, or a combination of education, training and experience deemed to be equivalent.

Additional Requirements
  • Ability to read and understand conceptual architectural and engineering drawings, combined with a general knowledge of common planning, engineering and construction practices.
  • Ability to lead complex real estate or property negotiations with minimal supervision, and ability to resolve conflicts of a legal and/or technical nature.
  • Provide guidance and direction to the Development Officer for daily work activities.
  • Attend working committees and meetings, representing the TTC\'s property interests, as directed by the Director - Property.
  • Prepare various reports, presentations, etc. relating to area of responsibility.
  • Sound knowledge of land development, including legal aspects, as well as real estate, property negotiations, and leases.
