The Lobbyist Registrar is seeking a professional, dynamic, organized and independent individual to join us in the position of Deputy Lobbyist Registrar. The incumbent reports to the Lobbyist Registrar and will also perform the duties of Executive Operations Officer for the Ethics Commissioner and Information and Privacy Adjudicator.
The Lobbyist Registrar, Ethics Commissioner and Information and Privacy Adjudicator are Independent Officers of the Manitoba Legislative Assembly. Traditionally the same person occupies all three positions.
Lobbyist Registrar: The purpose of the registry is to provide transparency about lobbying in Manitoba. This is done through the operation of an online registry.
Ethics Commissioner: The Ethics Commissioner promotes understanding by Members and former Members of the Legislative Assembly of their obligations under The Conflict of Interest (Members and Ministers) Act. The Commissioner assists Members and Ministers with their online disclosure obligations and conducts investigations of alleged breaches of the Act.
Information and Privacy Adjudicator: Upon the request of the Ombudsman, the Adjudicator conducts investigations and makes determinations under The Freedom of Information and Protection of Privacy Act and The Personal Health Information Act.

Qualifications:
Essential Skills/expertise
Diploma or certificate in office administration and high-level experience providing executive administrative support such as the preparation of correspondence, coordinating meetings, developing budgets, paying invoices, anticipating needs, and following up on actions arising. An equivalent combination of education and experience may be considered.
Experience working with online registry systems and experience working effectively with IT professionals to ensure that websites and online systems are functioning optimally
Strong ability to exercise initiative and independent judgment in determining work priorities, work methods to be employed, and action to be taken.
High level of discretion and demonstrated ability to maintain absolute confidentiality
Expert skills in Microsoft Office, including Outlook, Word, Excel, PowerPoint, and Teams.
Experience working with organizational financial planning, including budgets, forecasting, cash flow, accounting, and financial reporting.
Experience dealing with highly sensitive matters where information accuracy and attention to detail is critical.
Experience interpreting and applying legislation, regulations and policy.
Exceptional verbal communication skills including the ability to communicate with tact and diplomacy with senior government officials, the media and members of the public
Excellent written communication skills, including the ability to articulate complex and detailed information, and experience writing professional letters, emails, memos and other business documents.
Excellent organizational and time management skills, with the ability to effectively manage competing priorities, while maintaining composure, effectiveness and flexibility under pressure, and demonstrated ability to work independently with minimal supervision
Demonstrated political acumen and an understanding of the role of independent officers of the Legislative Assembly.
Desirable Skills/expertise
Experience working within a government or legal structure.
Experience testing software updates
Duties:
As the Deputy Lobbyist Registrar, the incumbent is responsible for overseeing the entire lobbyists registration process, ensuring all registrations are reviewed for accuracy, completeness and clarity; requires verification or augmentation of inaccurate, incomplete or ambiguous information; and accepts or rejects registrations; grants or refuses requests for extensions for filing a return or submitting documents or information. As the Deputy Lobbyist Registrar, the incumbent has delegated authority to administer all aspects of the aspects of the The Lobbyists Registration Actand its regulation.
As the Executive Operations Officer, the incumbent provides all necessary executive administration support to the Commissioner including coordinating meetings between the Ethics Commissioner and members of the Legislative Assembly, assists the Commissioner with the organizational aspects of investigations held under the relevant statutes, assists the Commissioner with the translation, publication, posting, and distribution of reports, is responsible for budgeting, commitment accounting and accounts payable and works with the Commissioner on strategic planning.
