We are accepting applications for a full-time permanent Deputy Fire Chief - Operations for Oyster River Volunteer Fire Rescue (ORVFR) to join our team. Reporting to the Fire Chief, the Deputy Fire Chief - Operations is responsible for supporting the Fire Chief with long-range planning, oversight of daily operations and administration of the volunteer fire department. The primary responsibilities of this role include:



Supporting the Fire Chief to proactively plan, direct, and supervise, directly or through subordinate officers, the activities of the fire department including fire suppression, rescue services, and medical first response;

Assisting with administering all daily operations for the fire service;

Ensuring that all department policies, procedures and programs comply with regulatory requirements and industry standards across the service area;

Attending and directing operations at major fires and providing advice, assistance and direction to officers on operational and administrative matters;

Supporting the Deputy Fire Chief - Training where required with recruitment and training of all members of the ORVFR and development and implementation of departmental training programs;

Inspection, maintenance and readiness of all firefighting equipment, apparatus and tools and maintaining the asset management system for fire services;

Ensuring Fire Pro records are current, secure and have integrity;

Enforcement of the Province of BC Fire Safety Act, BC Fire Code Regulations and CVRD bylaws;

Leading the delivery of the FireSmart service through the communities of Oyster River, Merville and Mount Washington;

Participating in community or local government meetings;

Preparing the preliminary budget, assisting with grant proposals for the fire department and providing input for annual and long-term planning;

Responding to CVRD planning and land use referrals and providing technical guidance and information;

Maintaining collaborative working relationship with CVRD branches and departments, other governmental agencies and local government affiliates, other local fire departments, and community groups;

Ensuring that inquiries and complaints regarding fire department activities or responsibilities are handled promptly, efficiently, effectively, and with courtesy;

Developing, implementing and facilitating effective fire prevention education to provide awareness with members of the public and schools;

Actively participating in local and regional emergency planning process and activated Emergency Operations centre as required and the Duty Chief rotation.



Our ideal candidate is:

A strong communicator with an open, honest and professional approach and the ability to foster and maintain effective working relationships with other CVRD departments, stakeholders and community partners and resolve conflict when required;

An experienced firefighter with a minimum of five years of firefighting experience including three years as a line officer and strong knowledge of the Oyster River community and fire protection area;

Able to lead, motivate and challenge members of fire services positively and cultivate a safe, inclusive, and welcoming environment;

Knowledgeable in fire department and CVRD operational guidelines, budget process, policies, procedures and applicable local bylaws, provincial codes, regulations, acts and standards;

Knowledgeable in Occupational Health and Safety requirements and regulations;

Familiar with asset management principles as they relate to the fire department;

Comfortable using computers and applicable software including experience with Fire Pro software;

Required certifications include: First Responder 3, Fire Officer 2, Incident Safety Officer (ISO), Emergency Operation Centre Essentials, (EOC), Wildland Fire Fighter 1 (WSPP-WFFI), Wildland Structure Protection (WSPP-115), Task Force Leader, Local FireSmart Representative and Wildfire Mitigation Specialist;

Other preferred qualifications include: Fire Officer 3, Fire and Life Safety Educator 1 (Fire-1206), EOC Operations Logistics, Draeger Technician, Fire Inspector 1 (NFPA 1031), Standard for Professional Qualifications for Fire Investigator (NFPA 1033).



A valid BC class 3 driver's license is required for this role. Successful candidates will be required to consent to a Canadian Criminal Record Check (including vulnerable sector search if applicable).



To meet emergency response requirements, the Deputy Fire Chief-Operations must have the ability to respond to either Merville or Oyster River Fire Halls within 30 minutes of being dispatched.
