Position: Culture & Inclusion ManagerDivision: Community ServicesDepartment: Recreation and Community DevelopmentTerm: 1 Permanent Full Time position available.Closing Date: 08/27/2024Labour Group: SCMMAPosting: 3555Job SummaryThis position plans, organizes, directs, and supervises the staff assigned to the Culture and Inclusion team within the Community Development Section, of the Recreation and Community Development Department.Duties & Responsibilities

  • Plans, leads, directs, manages, and evaluates activities, programs and services, related to the provision of arts, culture, grant funding, equity, and diversity and inclusion initiatives, and aligns these to Corporate priorities and initiatives
  • Directs the development of strategies and action plans, including funding programs, for the City\'s involvement in the development of self-sufficient, community-based organizations using a community development approach.
  • Facilitates public participation processes to identify opportunities for community and cultural development in the target segments for the community and develops initiatives to address these opportunities.
  • Interprets complex information and develops recommendations which will have significant benefits for, and impact on, the community or levels of service provided.
  • Develops strategies to build partnerships, within the community, to increase involvement of the target populations in recreation, sport, arts and culture, and community development activities.
  • Assists with the development of the City\'s role in business plans that promote a strong arts, culture, and social infrastructure.
  • Manages assigned staff, including selection and performance evaluation and management.
  • Coordinates the preparation and monitoring of the budget for the specified section, including annual reporting of section activities and evaluation.
  • Represents the Corporation on inter-sectoral planning bodies and working groups related to arts, culture, equity, diversity and inclusion issues and coordinates the development of partnerships and interrelationships with community organizations, federal and provincial government departments, City Council and its committees, and community organizations and institutions.
  • Provides support to assigned committees by attending meetings, preparing reports, and coordinating projects.
  • Plans, conducts, and reports research pertaining to cultural, equity, and inclusion issues, including reviewing existing literature, programs, policies, and legislation.
  • Provides policy interpretation and analysis to support senior staff, City Council, and departments in the development of policies, bylaws, strategies, and guidelines related to social issues.
  • Prepares written and oral reports in response to enquiries of City Council, Committees of Council, senior administration, and the public.
  • Performs other related duties as assigned.
Qualifications
  • Degree in Arts Administration, Public Administration, Business Administration, Social Sciences, Social Work, Community Development or related field.
  • Six years\' progressively responsible experience working in the field of community development/social programs/arts administration and policy, preferably in or with government, including two years supervisory experience.
  • Possession of a valid Saskatchewan Class 5 Driver\'s Licence and a vehicle suitable and available for use in the performance of the assigned duties.
  • Current driver\'s abstract, from SGI, demonstrating a safe driving record.
  • Considerable knowledge of the theory, philosophy, processes, practices, standards and trends of culture and inclusion, social and community development activities and organizational and volunteer development and their application to personal and community development.
  • Knowledge of public participation processes, the role of the municipality in public consultation, group facilitation, team-building and group dynamics.
  • Demonstrated ability to supervise staff, including motivating, team-building and leading by example.
  • Demonstrated leadership abilities to motivate and mobilize people and teams to work toward a shared purpose in the best interests of the organization and its stakeholders.
  • Demonstrated ability to initiate, develop and implement strategic programs and services in an open, transparent and accountable manner with elected officials and the public.
  • Demonstrated ability to think conceptually and strategically.
  • Demonstrated ability to communicate effectively, orally and in writing, including presentations, public meetings and media interviews dealing with politically sensitive issues.
  • Demonstrated ability to establish and maintain effective working relationships, to negotiate mutually beneficial agreements and partnerships and to manage change.
  • Demonstrated management skills in community needs-assessment and program development.
  • Skill in the operation of office equipment, including a computer with word-processing and database software.
