JOB SUMMARY

The Chief of Staff position is accountable for planning, organizing and directing the provision of a range of advisory and operational services to support and enhance the capacity of the President's Office to address critical horizontal internal issues related to CIHR's mandate, strategic objectives, and operational goals.

The position provides direct support to the President by playing a key role on a variety of initiatives, projects and issues by synthesizing complex information, identifying needs, assessing current and emerging priorities and their related impacts by developing briefings, and engaging required internal and external parties in support of successfully achieving the operational requirements of the President's Office. Excellent communication and engagement skills are required to work effectively across the Agency and with other partners on sensitive and complex actions.

Essential Qualifications

EDUCATION
  • Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and experience.
EXPERIENCE
  • Significant* experience in synthesizing complex**information, providing advice and briefings to senior executive management (ADM level and up) on complex issues**.
  • Significant*experience in liaising and obtaining input from various internal and external stakeholders, and in coordinating the preparation and presentation of documents to advance corporate and horizontal issues, files and initiatives of a sensitive and urgent nature.
  • Significant*experience in developing and establishing networks with multiple stakeholders, such as other federal government departments, central agencies, academia and non-government organizations to achieve operational requirements and government objectives.
  • Experience in managing financial and human resources.

*Significant in this context is understood to mean the depth and breadth normally acquired from having performed a broad range of activities related to these activities which is normally acquired over a period of at least two (2) years.

Asset Qualifications

EXPERIENCE
  • Experience in managing complex and high-profile issues, screening, controlling and coordinating material and information in a senior executive office (Deputy Minister, President or ADM office).
  • Experience working with external review committees, Boards of Management, or similar management systems to achieve organizational and Government of Canada objectives.
  • Experience in dealing with machinery of government (Memoranda to Cabinet, Treasury Board Submissions or Cabinet briefings).
