Reporting to the Chief Strategy Officer and General Counsel, the Executive Director - Legal and Regulatory Services is responsible for providing leadership and strategic direction to the Legal and Regulatory Services Division of the Calgary Police Service (CPS), which includes the Legal Services Section, Access and Privacy Section, Professional Standards Business Operations Section, Professional Standards Investigations Section, and Policy Development Unit.


As a member of the Executive Leadership Team (ELT), you will participate in the formulation of the Service's overall planning process and the development of policies, procedures, strategies, and objectives for CPS. You will also provide senior level legal advice and recommendations on complex and sensitive issues and management strategies that affect CPS. Primary responsibilities include:

Provide strategic direction and executive leadership to the Legal and Regulatory Services Division, including establishing priorities, monitoring standards of performance, and final approval of policies and procedures. Mentor and support the divisional leadership team. Ensure appropriate legal information, advice, and/or direction is provided to the organization. Provide legal advice and recommendations to the ELT on sensitive and complex legal issues. Ensure the Access and Privacy Section is aware of privacy issues that have an impact on the organization and is employing best practices in privacy and access to information management. Lead the Policy Unit on developing and updating policies that are legally sound and reflect best practices. Ensure the Professional Standards Sections conduct thorough, fair, and timely investigations that comply with the related requirements of the Police Act. Manage the Division budget by establishing and maintaining the financial accountability framework to ensure the integrity of reporting and internal reporting procedures. Ensure risks to CPS are mitigated and managed in a reasonable and effective manner.


Qualifications

A bachelor's degree in law and an active member of the Law Society of Alberta in good standing. Minimum of 15 years combined progressive legal experience. Minimum of 5 years of recent leadership experience at a senior or executive level. Experience working in a unionized environment, public sector, law enforcement and/or justice-based environment is considered an asset. Demonstrated knowledge and competency in criminal, privacy, administrative, civil, employment and/or labour law is considered an asset.

Pre-employment Requirements

An enhanced security clearance will be conducted. Successful applicants must provide proof of qualifications. Education obtained from out of country must have or be able to obtain, an Education Credential Assessment (ECA) for confirmation of equivalent credentials.

Compensation: Level E1 $228,000 - 285,000 per annum
Days of Work: This position works a 5 day
work week with 1 day off in each 3 week cycle.

Hours of work: Standard 35 hour work week
