This highly technical position is responsible for the timely review and response to land development applications at the subdivision stage, specifically from a transportation perspective. You will ensure all necessary transportation-related aspects are addressed in subdivision and servicing agreement conditions by interpreting and applying current City standards and guidelines. This role is vital in ensuring new subdivisions provide safe, walkable, multi-modal communities with sufficient roadway infrastructure. You will handle multiple, high-priority files, using your judgment to prioritize work, weigh risk to the corporation, and manage critical timelines and expectations. Ultimately, you will ensure all technical and statutory requirements of the City are met while delivering excellent customer service to our community partners and the development industry.
This challenging and fast-paced role requires balancing political pressures, managing competing high-priority tasks, and assessing corporate risk in decision-making. You will frequently interact with internal City sections and groups involved in land development, such as Planning Coordination, Development Servicing Agreements, Development Engineering & Drawing Review, Safe Mobility, Fire Rescue Services, Signals & Streetlighting, City Operations, Real Estate, and the Law Branch. External contacts will primarily include developers, consultants, utility agencies, and surveyors.
What will you do?

  • Review Land Development Applications and submit comments for sign off by supervisory staff
  • Technically evaluate and prepare comprehensive responses to subdivision applications, detailing transportation-related conditions and advisements
  • Collaborate with various partner working groups across the City (e.g., Planning Coordination, Waste Services, Fire Rescue Services, Transit, City Operations) to seek input on transportation decisions
  • Attend internal and external meetings, support appeal hearings to provide information and defend transportation-related issues and conditions
  • Conduct site inspections when necessary
  • Receive, investigate, and respond to transportation-related inquiries from the public, industry professionals, and City staff in a professional and technically appropriate manner
  • Review of Utility Right-of-Way (URW) and Easements to ensure they meet subdivision conditions
  • Act as a resource for other City staff regarding transportation impacts related to subdivision
Qualifications
  • Two-year diploma in Civil Engineering Technology or in a related field from a recognized institute of technology
  • Minimum five (5) years experience in land use planning, transportation planning or other field directly related to the review and response preparation to subdivision land development applications.
Skills required for success:
  • Experience working with developers and industry, related to Subdivision Land Development Applications
  • A strong understanding of the overall land development process in the Edmonton context
  • Extensive working knowledge of Provincial and Municipal legislations related to land development including: MGA, City of Edmonton Municipal Development Plan, Zoning Bylaw, Statutory Area and Neighbourhood Plans, Access Management Guidelines, Complete Streets Design & Construction Standards
  • Well developed customer service and negotiation skills
  • Experience working with developers and industry professionals on Subdivision Land Development Applications
  • Demonstrated ability to manage heavy workloads, multiple files, and tight timelines while effectively prioritizing tasks
  • Excellent writing skills to provide professional, accurate, and clear emails, memos, letters, and reports for a variety of audiences
  • Excellent organizational and communication skills both one-on-one and in large groups
  • Excellent computer skills and working knowledge of City of Edmonton programs, including Google suite of applications, Pictometry, POSSE, and SLIM

  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
