General Accountability



Reporting to the Senior Transportation Planner, the incumbent will be primarily responsible for the review of development applications received from the City of Toronto; identifying potential problems from those developments that may affect TTC operations; and coordinating responses to the City of Toronto to ensure that transit can serve the proposed developments in an effective and efficient manner. This will include liaising with City of Toronto staff, and other stakeholders to ensure that TTC\xe2\x80\x99s interests are protected. The incumbent will also be responsible for performing investigations on the surface transit network to review operations in order to understand appropriate mitigation measures to pursue from future developments. May be required to substitute for the Transportation Planners during periods of absence.

Key Job Functions



Under the direction of the Senior Transportation Planner, the incumbent will review municipal development applications (i.e. for future development work) to ensure that developments are designed in a manner that is compatible with the goal of encouraging increased transit use. This involves:
  • identifying any potential development or design problems or issues regarding TTC operations;
  • reviewing and circulating development applications to other TTC departments for review and comments as required and preparing a response to City Planning;
  • tracking progress of development reviews and responses from TTC to City Planning to ensure on-time performance and following up as required;
  • where problems exist, making recommendations for appropriate resolution in the best interests of the TTC;
  • updating and maintaining a computerized database related to responses provided/pending in the development review process;
  • conducting site visits and inspections related to these proposals.

Conducts investigations in response to potential concerns about impacts to transit from development. This may involve:
  • conducting site visits to identify the existing issues
  • conducting studies and surveys to quantify transit problems;
  • making recommendations for measures to mitigate such problems;
  • liaising as required with external agencies to move forward with implementation of measures to reduce transit problems;
  • following up with appropriate City and other staff to ensure requests are being addressed in a timely manner.
  • post-implementation monitoring and liaising with stakeholders to ensure that the measure was successful in resolving the issue

Other responsibilities:
  • assisting with identifying, reviewing and implementing new transit priority measures related to impact mitigation of new development;
  • attending meetings as a TTC representative as required

Education and Experience



University Degree in Planning, Geography or a related discipline with an emphasis on land use and/or transportation planning; or a combination of education, training and experience deemed to be equivalent.

Additional Requirements


  • Requires knowledge of transportation and land use planning principles. An understanding of transit operations and the municipal development review processes are assets.
  • Must be proficient in the use of a personal computer especially working with databases.
  • Must be able to work independently; requires good organizational skills to meet deadlines; sound judgement, and effective oral and written communication skills for dealing with staff at various levels.
  • A demonstrated interest in public transit is an asset.
  • Must be able to work flexible hours as required (a.m. and p.m. peak hour investigations as required).
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
