Main Purpose & Function
Reporting to the Senior Stakeholder Relations and Promotions Lead (TL III,) in Community Transportation, the Planning Analyst will help advance the City of Vancouver’s Transportation Demand Management (TDM) Action Plan that provides strategic direction and key actions to be developed and implemented over the next five years.
The Planning Analyst will help develop, support and implement behaviour change campaigns, programs and initiatives aimed at encouraging active travel and transit use in Vancouver. This will involve researching best practices, data analysis, project management, internal and external stakeholder outreach, and the development of creative and effective marketing and communications collateral. As part of this work, the Planning Analyst will also work closely with our engagement team to promote the use of new walking and cycling infrastructure and will be responsible for the publication of the annual Transportation Snapshot.
Specific Duties & Responsibilities

  • Researching and developing behaviour change campaigns aimed at celebrating and normalizing sustainable transportation in the city.
  • Developing and implementing initiatives that encourage walking, cycling and transit use with community partners, agencies and stakeholders.
  • Analyzing data and undertaking additional qualitative research in order to develop the City’s annual Transportation Snapshot.
  • Working with our public engagement team to develop strategies to help promote and increase the use of new transportation infrastructure projects.
  • Researching and preparing reports, presentations, public notifications, engagement and communications materials, website content, and social media posts.
  • Coordinating event logistics.
  • Translating technical information into material that can be easily understood by a broad audience, including the preparation of graphic materials.
  • Analyzing and preparing reports on key metrics resulting from campaigns and initiatives.
  • Organizing, participating in and facilitating meetings with internal and external stakeholders and the public.
  • Responding tactfully to technical, written or oral enquiries from other departments and the public.
  • Representing the Community Transportation Branch at public events to discuss/present transportation policy, practice, and promotion.
  • Other duties/responsibilities as assigned.

Qualifications Education and Experience:
  • University degree in urban planning or communications and experience initiating innovative methods to promote active transportation; or an equivalent combination of post-secondary education and experience.
  • Experience initiating innovative methods to engage and promote campaigns and programs.

Knowledge, Skills and Abilities:
  • Demonstrated passion for active transportation and transit use.
  • Considerable knowledge of the City’s transportation policies and related current literature, trends, and developments.
  • Some knowledge of basic research techniques, statistics and, preferably, electronic data processing.
  • Experience providing excellent written and verbal communication skills to confidently interact with the public by phone, email and in person on contentious topics.
  • Demonstrated skill in using Adobe Creative Suite.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Ability to develop databases and collect, analyze and interpret statistical and narrative data.
  • Ability to present work results, conclusions and recommendations in graphic and written form.
  • Experience establishing and maintaining collaborative working relationships with the public, other employees, other agencies, and officials.
  • Demonstrated ability to manage priorities, meet deadlines, and function as a team player.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
