SUMMARY OF THE ROLES

Position # 1 - MANAGER, PROGRAM DESIGN AND DELIVERY
The Manager position within the Program Design and Delivery (PDD) branch is essential to supporting the Director General in ensuring CIHR's mandate and strategic objectives are met by overseeing and monitoring grant funding competition planning, design and delivery (program reporting, program performance measurement, project management and oversight functions) and in providing leadership on program launch, delivery and peer review processes for CIHR's open funding programs and/or Tri-agency programs.

The Manager is accountable for the management of the human and financial resources for a division that is responsible for working collaboratively with CIHR Institutes/Initiatives as well as external funding partners on the competition planning, design and delivery of initiatives.

This work includes planning, designing, developing, and launching grant funding opportunities, contributing to the preparation of collaborative agreements for jointly administered initiatives, monitoring the planning, development and coordination of competition and peer review activities, and reviewing the post competition results to assess the overall effectiveness and efficiency of the competition design in meeting the objectives and funding targets, to support continuous business improvement

Position # 2 - MANAGER, INITIATIVE MANAGEMENT AND INSTITUTE SUPPORT
The IMIS Branch provides program management to Priority-driven Initiatives that investigate pressing health issues that are of strategic importance to our country.

In this position, you will directly supervise a team, work with other teams across CIHR, and report to the Director General, IMIS. The successful candidate will work closely with CIHR's 13 Institutes and many other partners and stakeholders to support meaningful progress towards goals outlined in the CIHR Strategic Plan 2021-2031.. You will be responsible for providing strategic advice and briefing materials to senior management, program management to assigned projects and Initiatives (including management of financial and operational resources) and developing and managing relationships with partners and stakeholders.

The environment can be high pressure and high volume, requiring a strong work ethic and organizational skills.

Position # 3 - MANAGER, SCIENCE POLICY
The Science Policy (SP) Branch is responsible for developing, implementing and monitoring strategies and policies to further CIHR's work in the following science policy areas: knowledge mobilization; open science; research ethics; research excellence; and training and career support.

In this position, you will directly supervise a team and report to the Director General, SP. The successful candidate will work closely with other CIHR branches, Institutes, and tri-agency colleagues to ensure a consistent, coordinated approach to science policy and to provide advice in associated areas of expertise. The successful candidate will also represent CIHR during external engagements, and support meaningful progress towards science policy commitments outlined in the CIHR Strategic Plan 2021-2031. You will be responsible for briefing and advising senior management, managing projects and resources, and fostering relationships with partners and stakeholders. A strong work ethic and an equity lens are important for all work led by the Science Policy Branch.

Essential Qualifications

EDUCATION
  • Graduation from a recognized post-secondary institution in a field relevant to the position.
KNOWLEDGE
  • Strong knowledge of the Canadian health research and health system landscape
  • Familiarity with governance and performance measurement concepts and activities
EXPERIENCE
  • Minimum three (3) years of experience in managing human and financial resources
  • Minimum three (3) years of experience in developing and implementing programs, policies and/or guidelines, particularly in a grant funding setting
  • Minimum three (3) years of experience in providing strategic advice, making recommendations, and preparing/presenting briefing material to senior management on complex issues
  • Minimum three (3) years project management experience
  • Minimum three (3) years of experience in planning and organizing stakeholder and public consultations/meetings, workshops, or knowledge mobilization events/activities and in fostering effective partnerships and collaborations, both internal and external

ASSET EXPERIENCE
  • Experience engaging Indigenous communities and/or organizations in research or knowledge mobilization

  • Experience in leading a team under complex and stressful conditions in an environment of multiple competing priorities
  • Experience in strategic planning, health research priority-setting and research agenda development and content
