Senior Financial Planning Analyst:

Support CIHR leadership and management in the creation and implementation of best in class internal and external financial analysis practices that support CIHR\'s mission, mandate, and strategic objectives. Main duties involve leading the design and development of corporate budgeting and forecasting tools and models, implement controls to assure accuracy and reliability in financial information and provide corporate level complex financial analysis, costing, and reporting. Identifying and leading improvements to financial management processes, framework, and procedures to enhance operational efficiency. You will also contribute to implementation, design and ongoing enhancements of the financial business intelligence dashboards and reports to support senior executive management levels in their timely and effective business decisions.

Financial Advisor (FA):

Support CIHR leadership and management in the creation and implementation of best in class internal and external financial advisory practices that support CIHR\'s mission, mandate, and strategic objectives. The purpose of this role is to act as strategic liaison between the finance and business functions of the agency from a financial advisory services and strategy standpoint. Being an integral part of the management and decision-making processes is essential to the agency\'s overall success.

Business intelligence and Financial System Analyst:

Support CIHR leadership and management in implementing best in class financial business intelligence (BI) practices that support CIHR\'s mission, mandate and strategic objectives. The incumbent provides technical leadership, design, build, deploy BI solutions, and contribute to develop, implement, and maintain the data structures of all the Finance and Administration branch. Softwares includes SAP-WEBI, SAP ECC6 and PowerBI.

Senior Financial Monitoring and Policy:

Support CIHR\'s leadership and management in implementing the best financial quality assurance, comptrollership, modern management practices, and post award administration and monitoring functions. The incumbent is the lead responsible for ensuring that CIHR grant funds are well managed by CIHR\'s host institutions, in adherence with the Tri-Agency Guide on Financial Administration (TAGFA) and CIHR organizational and program policies. This role provides for the development, implementation of CIHR\'s financial policy requirements (i.e. Policy on Transfer Payments, Travel, Hospitality, Conference and Events Expenditures, etc.), and is responsible for creating, maintaining and delivering all financial policy training to CIHR functional managers and specialists, ensuring they have the required knowledge, training and tools to carry out their financial obligations in support of program delivery.

Essential Qualifications

EDUCATION
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group; OR

Eligibility* for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), or Certified General Accountant (CGA).

EXPERIENCE
Significant* experience in public and/or private sector, in at least two of the following areas:
  • Financial planning;
  • Costing;
  • Analyzing financial information
  • Budgeting;
  • Providing financial advice or recommendations to management as financial management advisor
  • Financial Reporting;
  • Designing, Building, or deploying dashboard or reports
  • Financial policy;
  • Working on Treasury Board submissions.
*Significant experience is defined as the depth and breadth of experience generally acquired in the full-time performance of the duties for a minimum of three (3) years.
