Position Summary

The Thales Coastal Planning Team Lead is key position in maintaining the overall Thales In Service Support (ISS) maintenance program. They are responsible in leading the planning team to prepare and coordinate the yearly work list. The Thales Coastal Planning Team Lead is also instrumental in managing the coordinating, preparing, monitoring and maintaining Thales directed work period work lists and develop schedules, providing accurate and timely reports as required as required to support ISS Enterprise.

Essential Functions / Key Areas of Responsibility

Reporting to the East Coast Operations Manager, the role of the Thales Coastal Planning Team Lead is to develop maintenance work packages and schedules. The main duties include:

Maintenance Program Panning:

  • Manage Planned Maintenance (PM) dates and work closely with Department of National Defence (DND) to ensure maintenance plan data in Defence Resource Maintenance Information (DRMIS) and Thales Maintenance Management Information System (MMIS) are aligned;
  • Work closely with NEM Liaison and to Royal Canadian Navy (RCN) to develop the Fiscal Year (FY) and 5 year work period plan and be prepared to deal with RCN changes in priority;
  • Manage PM assignment for each Short Work Period (SWP) and monitor completion, non-completion, deferment of equipment system routines;
  • Providing input to ISS Ships Service Delivery Project Plan (SDPP), Coastal Service Delivery Annual Operation Plans (SDAOP), and Program Annual Operation Plan (PAOP); and
  • Responsible to meet contracted Key Performance Indicator (KPI) requirements within the program in accordance with Thales guidelines.
Managing the Coastal Schedulers the developing of maintenance work packages and schedules:
  • Liaise with key stakeholders to develop valid and accurate bid and project maintenance packages;
  • Liaise with key stakeholders to develop valid and accurate bid and project schedules;
  • Liaise with key stakeholders to maintain valid and accurate project schedules in accordance with a weekly update cycle;
  • Highlight areas of schedule and cost concern and identify potential actions for improving performance;
  • Advise the Ship Maintenance Leads of scheduling/production issues that might impact on key schedule dates;
  • Ensure data transfer, data coordination between various program management software systems to ensure capture of accurate performance data;
  • Reconcile performance data generated from the systems with real project performance through communication with members of the project team;
  • Prepare regular reports and charts on project schedule progress and project performance in Hours / Cost as required by the Ship Maintenance Coordinator and other stakeholders and as required;
  • Carry out analysis of project schedule and cost performance
  • Assist the Ship Maintenance Leads through resource levelling and other appropriate scheduling techniques to identify suitable project execution strategies to reduce execution costs and improve schedule performance;
  • Assist with planning functions including project structure with relevant documentation;
  • Maintain and update cost status of work packages; and
  • Other tasking as required.

Minimum Requirements: Skills, Experience, Education, Technical/Specialized Knowledge, Certifications, Language
  • College Graduate with trade experience;
  • 5 + Years of experience of scheduling projects highly advantageous;
  • Competent use of Scheduling Tools (Primavera P6 preferred);
  • Experience with a MMIS;
  • Experience with DRMIS an asset;
  • Project planning knowledge desirable;
  • Demonstrated analytical skills;
  • A high level of computing skills particularly with MS Office;
  • Excellent communications skills including the ability to prepare and present reports to a range of audiences;
  • Strong interpersonal skills including the ability to promote cooperation at all levels;
Preferred Qualifications
  • Prior experience in ship building, repair, or maintenance industry is desirable;
  • Post graduate qualifications or trainings in the area of Business, Finance/Accounting, Project Management, or Engineering will be looked upon favorably
  • Language: English (Essential), French (Desirable)
Physical Demands

Predominantly office based, but will also be required to work onboard Naval Vessels, or remotely (including from home).

Must meet all federal government requirements to access Canadian government facilities, including naval dockyards.

Regulatory Compliance Requirements:

This position requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, Canadian Controlled Goods Program, the Canadian Industrial Security Program, the International Traffic in Arms Regulations (ITAR) and/or the Export Administration Regulations (EAR). All applicants must be able to meet the eligibility requirements outlined in the Canadian Controlled Goods Program and able to obtain a Canadian NATO Secret clearance.

Describe Specific need:
  • Requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, the ITAR or the EAR
  • Requires a positive Controlled Goods assessment as you will have direct access to hardware, software, technology or technical data controlled under the Canadian Controlled Goods Program
  • Required to obtain and maintain a Security Clearance at the NATO Secret Level
Special Position Requirements

Schedule: 40 hours per week

Physical Environment:

Office or onboard Naval ships alongside in harbor, therefore must meet all federal government requirements to access Canadian government facilities, including naval dockyards

Travel: Occasional domestic or international travel will be required, which will include access to government facilities and assets, including naval vessels
