Under the general direction of the Manager, Digital Control Systems, this Telecommunications Design Engineer is responsible for supporting the design and delivery of Telecom systems for turnkey projects according to customer specifications, cost, quality, and time constraints. This role plans, develops and validates technical work package(s) within the Telecom system in the substations. This responsibility covers all project phases from contract award to end of the project (Provisional acceptance).
Essential Responsibilities:
Prepare & participate in the technical transfer in-between Tender / Operation
Participate with PM to the split of work, responsibility matrix, etc.
Define or validate the technical Specification & scope of work for Telecom system
Validate the project documentation structure
Define technical offers for new extension & VO
Ensure work completed on time and budget
Adherence to schedule and technical milestones
Identify & follow-up the technical risks/opportunities & define the associated action plan
Prepare the Telecom architecture, detailed design, check test strategy & Deployment strategy
Coordinate survey activities, analyze & broadcast survey results to technical teams
Work with PM to prepare the appropriate equipment purchase order request, follow up the purchase order & equipment delivery
Dispatch the appropriate information & control the integration / installation drawings delivery
Create configurations for devices, perform system integration and qualification testing
Solve or/and escalate technical issues
Define during the work statement the site roll out strategy with the construction manager, Scada team and the Project manager
Give the appropriate information & control the commissioning activities
Participate to prepare installation & commissioning planning
Produce SAT procedure for telecommunications equipment & follow-up of the SAT report progress
Bachelor\'s degree from an accredited university or college in Engineering Telecom or Electrical / Electronic
Minimum 5 years of experience in IP Networking and/or Telecom design.
Desired Characteristics:
Expertise in Telecom technologies (MPLS-TP, SONET, Radio \xe2\x80\x93 Microwave/UHF/VHF, IP networking, PABX, Tele-protection)
Knowledge in GE products & 3rd-party supplier products
Knowledge in Substation environment & SCADA is a benefit.
Knowledge in Substation interfaces: SCADA, Protection, Control room arrangement, power supply sizing & distribution is a benefit.
Knowledge of site activities constraints
Familiarity with Critical Infrastructure Protection (CIP) rules
Knowledge of applicable standards such as ANSI, IEEE, IEC, CSA and UL/CUL
English fluent
Knowledge of project management principles (budget, milestones, schedule)
Capable of generating network architecture and panel layout drawings in Visio/Excel, AutoCAD knowledge
Strong interpersonal, verbal and written (reporting, graphical) communication skills with ability to work in a team environment, positively influence others, and develop strong internal and external relationships.
Comfortable working in a dynamic changing environment with multiple, occasionally conflicting, priorities.
Excellent organizational skills and ability to manage a wide variety of issues for multiple projects simultaneously.
