Halifax Regional Municipality is inviting applications for the permanent, full-time position of Team Lead, IT System Administration in Infrastructure with Information Technology. Reporting to the Manager, Infrastructure, the Team Lead, IT Systems Administration is responsible to provide supervision, technical mentorship and leadership to the System Administrators Team. The Team Lead, IT System Administration is responsible for leading the management of Systems and Services and their lifecycle including architecture and development, operational support and maintenance, documentation and customer satisfaction. The Team Lead, IT System Administration oversees day-to-day operations including workload management and prioritization of work, operational support and service improvement plans.

Duties and responsibilities will focus on team leadership, systems lifecycle management, systems support, continuous improvement and client engagement, relationship management and decision making. QUALIFICATIONS
Education and Experience:

  • Post-secondary degree in Computer Science or related field
  • A minimum of seven years\' experience delivering ICT infrastructure solutions and operational excellence
  • A minimum of three years\' leadership experience in managing and/or developing a team (demonstrated leadership role)
  • ITIL Foundations certification or greater preferred
  • Experience in Customer Relationship Management is preferred
  • Experience working in a public sector environment is preferred
Technical / Job Specific Knowledge and Abilities:
  • Team leadership and co-ordination skills, to plan, control, manage and ensure efficient and effective operations
  • Team development skills (i.e., team motivating, team mentoring)
  • Thorough knowledge of systems management, service management, service delivery techniques and standards (Information Technology Infrastructure Library - ITIL); client management techniques, subject matter expertise and advice; assess effectiveness of policies and procedures; participate in developing performance assessment criteria and recommending improvements
  • Thorough knowledge of information technology and technology plans across HRM; business environments and needs; appreciate the implications for clients and impact of decisions
  • Effective communication, relationship management, tact, and negotiating skills, to plan, control and lead effective operations with respect to competing demands and service values; prepare and present influential plans and reports; and be an effective representative
  • Project and work planning, organizing, management and reporting, to plan, execute, co\xc2\xad ordinate and lead daily operations
  • Knowledge of infrastructure, technology platforms, operating systems, hardware, software, architecture, change management, SLA/OLAs
  • Project management techniques and methodologies in order to plan and lead concurrent major projects with HRM-wide impacts
  • Problem solving techniques and tools, to provide technical expertise, guidance and training
  • Related legislation, business policies, strategies and directives, to ensure compliance and integration of recommended tools and solutions
  • Thorough knowledge of municipal government workings

WORK STATUS: Permanent, full time

HOURS OF WORK: Monday to Friday, 8:30am-4:30pm; 35 hours per week. Position may be eligible to participate in flexible work arrangements.

SALARY: NU07 on the non-union salary scale; $75,750-$104,130. Salary to be commensurate with experience. Successful candidates may be eligible for our benefits package which includes health, dental, long-term disability, and life insurance coverage as well as a defined benefit pension plan.

WORK LOCATION: 13th Floor - Barrington Tower, Halifax.
