Reporting to the Manager of Contract Operations and Winter Services, the Team Lead, Contract Services is primarily responsible for the leadership and oversight of the Contract Supervisor working group. This group is responsible for the delivery of services through Contractors including estimates, specifications, service delivery, and inspection, to ensure all work meets or exceeds municipal specifications and is performed to service levels, as required, to meet internal and external stakeholder expectations.
The Team Lead, Contract Services provides oversight of the State of Good Repair budget, which currently is $5.2M annually, for contracts that provide maintenance services on infrastructure in the Right of Way, including but not limited to bridges, retaining walls, sidewalks, curbs, pavements, guiderails, walkways, etc. The Team Lead provides leadership and expertise to the Contract Supervisor group to ensure that work packages are tendered and delivered within the quality control objectives of the contract specifications; and all information is captured within CityWorks. Additionally, the Team Lead manages the Performance Based Winter Maintenance supervisor team.
DUTIES AND RESPONSIBILITIES
Operational Management

  • Senior subject matter expert in contract management and municipal infrastructure maintenance for IMO, guiding staff and consultants on design and construction projects.
  • Oversees the Winter Operations Program and coordinates with other managers as needed in the absence of the Manager of Contract Operations and Winter Works.
  • Demonstrates strong organizational awareness and ensures the supervisor group adjusts practices to align with HRM's Plan on a Page and strategic priorities.
  • Prioritizes multiple tasks and makes good decisions to finish projects on budget and schedule.
  • Contributes to key divisional initiatives, operational plans, budget planning and resourcing requirements under the direction of the Manager of Contract Operations and Winter Services.
  • Represents Infrastructure Maintenance and Operations on special committees and task forces within the municipality.
  • Assists with the collection of work files and data on State of Good Repair project requests for the development of the annual budget.
  • Sets up and oversees procedures to ensure efficiency, accuracy, and consistency in managing contracts and collecting data for work in CityWorks.
  • Ensures consistency of post-contract follow-up including - vendor evaluations, conflict resolution, site management and insurance matters.
  • Makes recommendations and provides support to staff regarding process improvements.
  • Conducts regular reviews and checks municipal infrastructure projects to ensure they're following design, safety standards, and best practices.
  • Resolves escalated concerns from Councillors, residents, and other business units in relation to contract work and associated activities.
  • Prioritizes and promotes service and maintenance standards delivered to clients.
  • The Team Lead, Contract Services will be required to assist in Emergency Response including participating in response/recovery for emergency events including but not limited to extreme weather events, hurricanes, fires, blizzards, and other natural disasters.
  • Establishes and maintains positive and effective relationships with the public, municipal staff, HRM Council, contractors, BIDS' representatives and representatives from utilities, extra-municipal corporations, other levels of government and outside agencies.
Human Resource Management
  • Manage and guide employees by monitoring requests for leave, attendance and by coordinating and assigning workloads.
  • Recruit and hire employees based on Human Resource policies.
  • Provide and recommend orientation, training and professional development for employees and ensure staff are knowledgeable in HRM policies and procedures (i.e. Workplace Rights policy, Occupational Health & Safety, Anti-Harassment Policy, Workplace Violence Prevention Policy, Respectful Workplace Policy, etc.).
  • Make decisions with respect to discipline and make effective recommendations with respect to discharge.
  • Conduct and review performance appraisals.
  • Recognize and reward the contributions of staff.
  • Provides effective Human Resources Management, administering Human Resources programs (Substance Abuse Prevention, Attendance Support Management) and creating and maintaining a positive work environment that is conducive to high morale and performance.
  • Develop staff through delegation, coaching, mentoring, and training by arranging formal training, work assignments and other experiences.
  • Supports Works Supervisors in compliance with the Collective Agreement and cooperation with the union through consultation and joint initiatives, when required.
  • May perform other related duties as assigned.
QUALIFICATIONS
Education & Experience
  • A post-secondary degree in Engineering, or post-secondary diploma in civil engineering technology or a related field from a recognized institution combined with 8 years of progressive experience in leadership, and construction/engineering experience.
  • A minimum of 5 years in engineering or field construction experience in the areas of asphalt, concrete, roadways, and other municipal infrastructure.
  • A minimum of 5 years progressive experience in a leadership role and/or supervisory role.
  • Experience in computer use, including spreadsheets, word processing, local email, and GIS, Asset Registry, CityWorks and SAP (a financial accounting program).
Technical/Job Specific Knowledge and Abilities
  • Possess sound working knowledge of general municipal engineering construction practices and procedures.
  • Must have the ability to read and interpret engineering drawings and conduct field survey layout work.
  • Superior communication, management, organizational, and motivational skills
  • General understanding of HRM's organizational structure and the specific working relationship between Infrastructure Maintenance, Construction, Design, Development, and other business units.
  • Knowledge of Federal/Provincial regulations and guidelines affecting municipal construction activities.
  • Must have and maintain a valid NS driver's license and own and be willing to use a vehicle during working hours with reimbursement in accordance with the HRM Travel Policy.

HOURS OF WORK: Monday - Friday, 8:30 am - 4:30 pm; 35 hours per week.
SALARY: Non-Union, NU07; $82,900 - $97,532. Salary will be commensurate with education and years of applicable experience.
WORK LOCATION: 3800 MacKintosh Street, Halifax NS. Work location can be changed according to operational requirements.
