Reporting to the Department Manager, this position provides Technology Systems Administration functions and technical expertise to ensure the day-to-day secure operation of all Rocky View County computer systems. The Systems Administrator is responsible for keeping the municipalities' computer, server, storage, and cloud computing systems up-to-date and operating as intended. Managing systems required for all computing environments, including access remotely, from other building locations and at the main Rocky View County offices.The Systems Administrator is responsible for the leadership and oversight of day-to-day operations for all aspects of Information and Technology Services' Computing Systems services. The Systems Administrator will exemplify customer service and lead troubleshooting efforts with cross-functional team members. The position will require substantial technical competence.Support to and of the cohesive IT team including participation in design with the other technical support team members. Manage workloads to ensure the team provide excellent internal and external customer service.
An active participant in developing and implementing short- and long-term purchase and replacement strategies as well as ensuring sound resource plans and prompt efficient delivery of Systems. The Systems Administrator will ensure that all legislated requirements for Safety, Competency and Record Keeping are achieved and maintained to a satisfactory standard.Core Accountabilities:
Strategy & Planning
?
Apply understanding of County strategic and business plans to construct a yearly by month schedule of known project and operations deliverables required to ensure security and availability of all elements of the active directory, servers, storage, end user computing end-points both on premise or in the Cloud which are used and needed by the County.
? Work collaboratively with IT and business areas reliant upon services to decipher a best practice for identification of each business areas needs with prioritization to plan and deliver services accordingly.

Align with other project and operations resource plans to meet needs of annual, monthly, and weekly personal work plans.
? Consider software functionality, hardware lifecycles, new builds, and vendor support models to determine product roadmaps for the suite of tools needed to perform all sus functions.
? Facilitate and participate in development and refinement of internal procedures and processes; both specific to the networks and any integration of other IT services to aide in efficiency and effectiveness systems administration of each.

Contribute to IT department resource plans and product change roadmaps where integration of software, technology, and services interconnect with the systems administration functions.
?
Assist with or develop support technician training plans that allow for appropriate troubleshooting and escalation processes which will empower helpdesk to best serve clients independently and articulate requests for service.
? Incorporate capacity planning methods to facilitate continuous quality improvement, changes and responsiveness to service increases, changes or decreases.

Develop, design and coordinate back-up and disaster recovery plans.
Analysis & Administration
?
Apply critical thinking to explore and solve problems logically and consistently.
? Provide IT infrastructure technical support services for County departments as required leveraging the helpdesk Tiered support process to track and manage all requests either technical issue, user training or service request related.
? Capture and keep thorough helpdesk ticket updates for all work conducted.
?
Ensure consistent security and other software patches are applied to all IT infrastructure and end-point computing equipment across the enterprise with regular maintenance windows planned around service uptime requirements.
? Understand performance requirements and issues, monitoring and responding to alerts and suspicious activity utilizing automated best practices to do so.
?
Audit, develop and implement hardware and software security procedures for the IT infrastructure and its hosted/connected systems in conjunction with the network and application security protocols.
? Support the infrastructure with a problem-solving team and service-oriented attitude.
?
Time management that respects that priorities of system availability over project work and research for the purpose of self-education or design planning.
? Apply a passion for learning to adapt to changing technical demands and be well versed in trends and threats to security and performance of IT infrastructure servicing numerous technology systems.
? Remain appraised of industry service trends, solution pricing and availability to keep the County technologies cost effectively fit for purpose and running securely.

Participate in project planning to develop associated work plans then collect timesheets for all work done on projects and per project. Report the data monthly against work plans with explanation of variances to the department manager.
?
Own the relationship with the relevant vendors who provide services to meet the functions related to all telecommunication, wide area network, local area network and other County networks.
?
Coordinate with vendors to repair and/or replace hardware leveraging maintenance agreements to their fullest potential.
?
Operate with reasonable independence, while ensuring positive, effective client relations.
? Provide design assistance and implementation expertise for the municipality's networks and their integration with other inter-departmental services.
? Perform performance and security analysis that will ensure the timely capture of data including automated systems responses to threats that indicates requirement for proactive change.
?
Monitor internal incidents, appropriately prioritizing problems, categorize and escalate incidents to rapid restoration.
? Administration maintenance and troubleshooting the Active Directory, Group Policy, Servers, Storage, Database, Data Center, Computers environments
? Possess a working knowledge Alberta First Responders Radio Communications System (AFRRCS) a two-way radio network for first responders in municipal, provincial and First Nations agencies across the province.
? Responsible for asset lifecycle management and contribution to terms of service contracts.
? Handle all client service requests in a professional, positive, and respectful manner.
? Work collaboratively and effectively in a customer service-oriented team environment.
Technology Systems
? Maintain advanced level knowledge of all network equipment used for and related to the functions of designing, managing performance and security of the infrastructure and computing environments.
? Liaise with members of intradepartmental committees involved in joint projects and initiatives holding responsibility for assurance of appropriate design and availability of infrastructure services.
? Ensure compliance with all technology related documents and certificates.

An equivalent combination of Post-secondary degree/diploma or equivalent certification in an IT related field with a minimum of five (5) years in-depth Information Technology systems infrastructure technical and services support experience in a technical role preferably in a municipal environment, the Information Technology Systems Administrator will:
