The opportunity
Reporting to the Supply Chain Manager - Coastal Gas Link Project, as a Supply Chain Sourcing Lead, you will work with other members of the Supply Chain team, Coastal GasLink (CGL) Business Unit (BU) representatives, and other stakeholders to develop and execute sourcing and contracting strategies for CGL, which could include phase 1, the proposed Cedar Link project, and/or future expansion opportunities as project needs evolve.

You will be responsible for providing high quality sourcing and contracting activities in alignment with the Project drivers. This includes sourcing strategies, sourcing events (RFx), award recommendations and corresponding decision summaries; forming, negotiating, and administering contracts; performance management of suppliers; internal & external stakeholder relationship management; incorporating Supply Chain best practices and continually seeking opportunities to drive value for the organization. The services will include construction, engineering, and other technical and services requirements (\xe2\x80\x98ancillary\xe2\x80\x99) to support the project.

What you\xe2\x80\x99ll do


  • Develop and recommend sourcing and contracting strategies, following TC policies & procedures and Project Delivery Standard (PDS).

  • Provide contracting and procurement expertise and advice to the Business Unit project and other stakeholders.

  • Identify and resolve issues on a proactive basis that could affect the successful execution of the sourcing and contracting strategy

  • Develop and issue sourcing events (SOI, RFx), including but not limited to:

    • Engagement with stakeholder areas for applicable RFx documents and requirements.

    • Development of Proponent list; support review of incumbent and other potential suppliers, screening for past performance, strategic direction, financial strength, market position, core capabilities, capacity, and other criteria.

    • Create the RFx package, including sourcing templates and evaluation criteria.

    • Create and maintain sourcing event records in Ariba eSourcing.

    • Coordination of clarifications, verifications, evaluation, award, and kick-off meetings.

    • Facilitate cross functional meetings during the RFx, evaluation of proposals, negotiation, and contract formation stage.

    • Single point of contact for suppliers during sourcing events.

    • Complete commercial evaluations (financial, terms and conditions)

    • Develop negotiation strategy and lead direct negotiations with shortlisted suppliers

    • Communicate iterative results to the BU project partners and ensure support among stakeholders.

    • Draft award recommendation and distribute for approval with stakeholders

    • Complete supplier debriefs as required.


Contract Development:

  • Develop contract and service agreements that drive value for the BU project within acceptable risks and in accordance with SC Policies & Procedures and approved contracting strategies.

  • Interact with Supply Chain leader(s) BU stakeholders, other SC Departments, other TC Energy internal stakeholders and potential supplier(s) and contractor(s)

  • Act as a liaison between SC and the BU project ensuring timely review and approval/reconciliation of variations.

  • Continually identify, prioritize and mitigate risks and issues related to contracts.

  • When developing major contract strategies, act as the Supply Chain lead working interface with key external stakeholders from Cedar, LNG Canada and in support of commercial and finance teams with our partners and lenders, as required

  • Develop and recommend commercial contract strategies, tactics and actions to be pursued in each strategy (e.g., contracting framework, supplier engagement, business participation)

  • Develop commercial contracting strategies (e.g., pricing types, optional pricing, incentives, milestones, etc.)

  • Create contract documents (schedules, etc.) for the Form of Contract in accordance with Supply Chain Policies & Procedures

  • Recommend commercial terms of the contract(s) for appropriate approval

  • Document and communicate to senior management all recommendations for contract award including commercial rationale

  • Draft, negotiate, and execute contracts and ensure executed contracts are communicated to all relevant parties

  • Lead supplier kick-offs (as required), outlining contract requirements and expectations.

  • Onboard supplier(s), SC Contract Administrator(s), and BU with the contract(s), ensuring a smooth transition upon conclusion of the event.

  • Oversee the implementation of multiple master service and master material supply agreements (MSAs), Stand-Alone agreements, and all purchase orders released

  • Ensure compliance to TC Energy work standards, policies and procedures Contribute to departmental and major project business planning, as required.


Minimum Qualifications

  • Bachelor\xe2\x80\x99s Degree and/or designation in a Supply Chain Management program or related field of education

  • Minimum 10 years of related experience in sourcing and contracting or contract management preferably in major project environment

  • Experience in Supply Chain Management process and systems

  • Experience with pipeline, facilities, and ancillary services (e.g., environmental services, engineering, etc.)

  • Stakeholder management; establishes credibility and rapport with stakeholders

  • Excellent written, verbal and presentation skills

  • Thorough understanding of contract structure, commercial structures, terms and conditions and supplier performance

  • Strong analytical and problem-solving skills

  • Excellent interpersonal skills

  • Demonstrates financial acumen

  • Experience managing high value relationships with internal and external stakeholders and understanding of their objectives and needs

  • Proven negotiation skills and contract management expertise


Preferred Qualifications

  • Experience in the energy industry; pipeline and facilities project, or construction experience

  • Knowledge of materials and equipment on facilities projects

  • Experience with SAP/Arriba modules

  • Project management or project controls skills and experience

  • Enrollment or completion of certifications or designations related to purchasing, contract law, project management, or business administration.
