Nova Scotia Emergency Management Office works in collaboration with other federal, provincial departments, critical infrastructure partners and Nova Scotian Municipalities to strengthen local and provincial emergency preparedness through planning, training, and exercising.

About Our Opportunity

Reporting to a Senior Manager within the Incident Management Division, the Supervisor of WebEOC/DFA implementation Analyst is responsible for providing a wide range of software implementation services in our WebEOC Instance as it relates to the Disaster Financial Assistance Program (DFA) and other emergency management related programs and priorities.

Primary Accountabilities

You will have experience in a range of development technologies, with prior experience in implementing software. This includes:

  • Configure web-based products within the WebEOC framework to meet emergency/incident response requirements.
  • Create written requirements documents to detail system configuration required to meet NSEMO's needs for Emergency/Incident Response processes.
  • Provide technical assistance to key stakeholders in the support and delivery of emergency/incident management specific programs.
  • Meet with key emergency management partners and stakeholders to assist in developing, maintaining, and enhancing their understanding and use of WebEOC and other software platforms.
  • Provide training and exercising support on WebEOC and other software platforms.
  • Contribute information to systems for tracking progress and documenting status of activities.
Qualifications and Experience
  • Bachelor's degree (Computer Science, Information Systems or similar technical major) with 6 years of experience or an acceptable equivalent combination of education and work experience.
  • Experience with HTML, CSS and Javascript.
  • Experience with jQuery.
  • Experience with SQL Server or other relational databases.
  • Superior ability to multi-task and meet changing deadlines.
  • Good understanding of servers and data flow.
  • Must possess a valid Canadian Driver's License.
  • Technical Business Analysis skills.
  • Excellent verbal, written and presentation skills.
The following are considered assets:
  • Material Design experience is preferred, but not essential.
  • Experience with RESTful services and APIs is considered.
  • Experience with Bootstrap versions 3 and 4 is considered.
  • Experience in an emergency management environment.
  • Professional experience in adult education, training, and facilitation.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:
  • A related diploma and eight (8) years of related experience in Emergency Management.

Working Conditions

This role is in a fast-paced decision-making environment, and you may be working at your computer for extended periods of time. You may be required to travel to remote worksite locations, load vehicles, carry and setup equipment in a variety of locations, and travel during inclement weather conditions.

Your normal work week is 35 hours/week, 7 hours/day. This role does entail a high volume of work which may require longer than normal working hours and overtime. Due to the multiple spheres of action and scope of responsibilities that this position requires, there is significant mental pressure, requiring your resilience. Must be available to participate in the on-call Duty Officer stand-by rotation and available to support the response and recovery of emergency events as required. As you can imagine, deadlines in emergency management related work can change in an instant, so you will have a superior ability to multi-task and meet changing deadlines.

Pay Grade: PR 17

Salary Range: $3,001.65 - $3,525.41 Bi-Weekly
