The Department of Municipal Affairs and Housing designs and constructs public buildings and delivers housing programs. The Department is responsible to deliver vertical infrastructure projects valued in excess of one million dollars or otherwise characterized as having heightened complexity and risks. The Department also promotes safe and secure communities by working with partners across the province to build strong, affordable, and suitable homes for Nova Scotians with low and moderate incomes. The Department also manages federal infrastructure programs to facilitate the delivery of eligible cost shared projects throughout Nova Scotia.

About Our Opportunity

Reporting to the Program Manager, Affordable Housing, the Program Administration Officer will evaluate, analyze and process mortgage applications under our new Community Housing Acquisition Program (CHAP). You will also fill a supporting role in the implementation of other affordable housing programs. The individual will be analytical, with attention to detail, and able to adapt very quickly to the work requirements.

Primary Accountabilities

We count on your expertise to:

  • Evaluate and analyze mortgage applications of existing multi-unit properties
  • Review appraisals, environmental site assessments, and building condition reports
  • Work with external stakeholders such as lawyers, engineers and community housing groups
  • Perform mortgage administration functions such as processing mid-term modifications, postponements, discharges as required
  • Support the borrower through their mortgage questions and/or problems, including identification of solutions and options
  • Ensure due diligence has been completed prior to signing off on any mortgage conditions or documents
Qualifications and Experience

You have completed a bachelor's degree in a related discipline plus a minimum of six (6) years of experience with commercial financing for 5+ unit multi-residential properties. An equivalent combination of related training and experience may be acceptable in place of education requirements.

Proficiency and demonstrated capabilities in policy formulation and analysis; business and strategic planning, project management, and report writing are required. Proficiency with Microsoft Office Suite and computer literacy is also required.

Knowledge of the construction industry and experience in retail/small business/commercial lending would be considered an asset.

You must have strong critical thinking and analytical skills along with problem solving, risk assessment and consultation skills. You must have experience integrating an anti-racist and equity lens to policy development. Excellent interpersonal skills, time management skills and a high level of competence in written and verbal communication are essential.

Knowledge of government processes and government structure is ideal. In addition, knowledge of evaluation and research methodologies, data analysis methods, and data interpretation would be considered assets.

A proven ability to effectively work independently and as part of a team is essential. You must have strong planning, organizational and administrative skills and have demonstrated initiative in the exercise of these skills in setting priorities, meeting deadlines, and managing multiple projects.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:
  • A related master's degree and four (4) years of related experience
  • A related 2-year diploma and eight (8) years of related experience

Working Conditions

Most of your work is in a comfortable office environment. There is a need for you to balance competing priorities, attend multiple meetings, and meet strict deadlines. Provincial travel may be required.

Pay Grade: PR 17

Salary Range: $3,001.65 - $3,525.41 Bi-Weekly
