POSITION SUMMARY




The

Manager, Human Resources

leads the functions of the Human Resources portfolio at

Stevenson Memorial Hospital

which includes Human Resources, Occupational Health, Staffing Office and Volunteer Services.


The Manager, Human Resources is responsible for providing strategic and operational leadership for all HR functions at Stevenson Memorial Hospital, a community hospital dedicated to delivering compassionate and high-quality patient care. This role leads initiatives that attract, develop, and retain a skilled and engaged workforce aligned with the hospital's mission, vision, and ICARE values. The HR Manager plays a key role in supporting a positive workplace culture, employee and Labour relations, and organizational effectiveness.

KEY RESPONSIBILITES




Advises and contributes to the overall workforce planning and retention strategy to meet current and future needs. Manages organizational compensation and benefits policies and provisions; review exceptions to individual compensation requests/issues and ensure they are aligned with organizational policies, practices, balance and equity. Manages the grievance, mediation, and arbitration process. Researches, negotiates and strategizes as Chief Spokesperson for hospital during collective bargaining process (ONA, OPSEU 360, OPSEU 396). Advises management and OHA on negotiated contract changes and assist with strategic implementation. Advises and coaches the leadership team in the interpretation and implementation of local and central collective agreements, employment legislation, labour relations developments, employment standards, and human rights. Monitors effectiveness and quality of work/life balance through periodic employee engagement activities. Establishes and evaluates benchmarks, goals, and objectives aligned with corporate strategic direction; establishes performance metrics and monitoring systems. Ensures existing human resources policies, procedures, standards and practices that are consistent with the principles of fairness and equity and aligned to current legislative requirements (Employment Standards Act, Ontario Human Rights Code, Occupational Health and Safety Act, Workplace Safety and Insurance Act, Hospital Labour Disputes Arbitration Act, Ontario Labour Relations Act, Public Sector Labour Transition Act, etc.); recommends revisions/modifications and/or new policies as required. Assesses and forecasts implications of current and potential issues; ensures ongoing research into precedents and case law, trends and employment related awards/cases. Conducts in-depth cost analysis to assess to inform strategies and recommendations. Supports our Volunteer Auxiliary. Supports special events, team building exercises, and employee service award and recognition programs. Advises on workplace accommodation and short/long term sick leave (HOODIP/LTD).

Human Resources Management


Manages a team of staff within assigned teams. Develops, implements, monitors and evaluates functional, service and team operational plans, goals and objectives. Engages staff in discussions of change initiatives and supports team through change. Develops human resource plans that indicate staffing requirements for teams. Participates in recruitment, selection and hiring of staff as required. Ensures fair and equitable application of human resources policies. Conducts performance appraisals for direct reports. Manages staff issues and complaints (in consultation with the VP). Identifies and promotes factors conducive to a positive working environment for all employees including reward and recognition. Promote an environment supporting continuous development and improvement

Relationship Management


Establishes and maintains collaborative relationships including all bargaining agents and groups as Collective Agreements are negotiated and ratified. Leads and/or participates on internal/external hospital projects and committees. Provides information to management by identifying issues affecting the teams.

Health & Safety


Accountable for taking every reasonable precaution to protect the health and safety of employees under their supervision. Responsible to ensure that equipment is safe, properly instructs employees on safe operation and use and ensure employees follow established safe work practices and procedures.

Fiscal Responsibility


Manages budget allocation for assigned area of responsibility. Meets with staff to identify program needs and develop input to fiscal and operational planning. Other duties as assigned.





EDUCATION/EXPERIENCE




University degree in Human Resources/Labour Relations/ Business Administration, required Certified Human Resources Leader (CHRL) designation (or in progress) preferred. Minimum 5 years of progressive HR experience, with at least 2 years in a leadership or advisory capacity; experience in healthcare or unionized environments is an asset. Demonstrated experience in drafting and negotiation settlements in a complex union environment with multiple unions. Extensive knowledge of Human Resources related legislation, e.g. Ontario Human Rights Code, Employment Standards Act, Labour Relations Act, Workplace Safety & Insurance Act, etc. Proven ability to build relationships, influence stakeholders, and manage sensitive situations with discretion.





SKILLS/ABILITIES




Strong working knowledge of Microsoft Office applications. Effective communication skills including listening, presenting, articulate conveyance of messages in an honest, open, transparent and straight-forward style. Ability to apply communication, facilitation and conflict management skills and expertise to influence and negotiate effective resolution of issues/disputes. Demonstrated leadership skills including inspiring and motivating staff to achieve outcomes, effective team building techniques and functioning effectively with tact and diplomacy while handling stressful issues. Ability to apply business principles (financial management, human resource management, organizational dynamics and governance, strategic planning, risk management and quality improvement). Strategic thinker who can develop short-term and longer-term plans that reflect current trends while identifying priorities for relevancy and leadership in the future; able to operationalize strategies to execute key priorities. Effective change management skills; able to focus priorities and drive for positive change; encourages and holds themselves and others accountable. Demonstrated commitment to, and understanding of the principles of equity, diversity and inclusion. Demonstrated appreciation and respect for protocol, professionalism and confidentiality.
