The Downstream Manufacturing team has a great opportunity available for a Small Projects Engineering Manager. This position will lead a project engineering, design, construction, execution, and commissioning team to deliver the Lloydminster manufacturing facilities required and desired enhancements. They will work closely with the discipline engineering managers to resource and deliver timely execution of the annual delivery plan and budget.
We are looking for a result driven leader with solid project engineering experience (conceptual to commissioning), leading and supporting continuous improvement efforts, and the ability to adjust to changing operational requirements.
This is a full-time employee position located at the Lloydminster Upgrader and Refinery and requires the successful candidate to live in the Lloydminster area.

Responsibilities:
Lead and direct a multi-discipline team of project managers, construction coordinators, cost control analysts, front line supervisors, planners, and commissioning specialists.
Mentor, coach and support professional development plans for team members.
Maintain technical resources (team, technical support contractors, construction contractors and contracts) for safe and reliable engineering, construction and commissioning of technical services projects for the Upgrader, Ethanol and Asphalt Refinery facilities.
Ensure all project engineering and construction activities are carried out in a planned, efficient, safe and environmentally responsible manner in compliance with all Cenovus Operations Integrity Management System (COIMS) elements, regulatory, health, safety and environmental codes, practices, policies, laws and regulations.
Responsible for the COIMS element 10 (Facility design, modification and construction) site specific processes, standards, and procedures compliance.
Ensure the capital cost, schedule and quality of projects are met. Provide guidance and assistance with capital budgeting and long-range plan development.
Ensure effective communication and collaboration between subject area groups, and subject area managers to meet strategic plan and project plan timelines.
Accountable for facility project engineering scope of work ranging from $100k to $10M.
Accountable for the construction and execution of small projects and technical subject area projects developed by the facilities engineering teams.
Responsible to participate in field leadership activities such as safety walks, contractor onboarding, contractor expectations.
Champion the management of change process within the project management workflow.
Champion the effective use of tracking, reporting and cost control systems such as SAP, PowerBI, scheduling etc.
Qualifications:
Must be legally entitled to work in Canada
Professional Engineer (P. Eng) designation with APEGA or APEGS or Professional Technologist designation with Alberta or Saskatchewan.
Bachelor\xe2\x80\x99s degree in engineering or Engineering technologist diploma
Minimum 12 years\' experience in Industrial facilities (Oil and Gas Refining and Upgrading facilities is preferred)
Minimum 5 years\xe2\x80\x99 project management experience.
Advanced project management skills with experience in execution from original concept to commissioning activities in complex brownfield refining facilities.
Experience with federal and provincial regulations such as ECCC, AEP, AER, MER, SMoE pertaining to construction of refining and oilsands facilities.
The following would be considered an asset:
Bachelor\xe2\x80\x99s Degree in mechanical engineering
Mechanical Engineering Technology Diploma
Project Management Professional certification
Familiarity with Alberta and Saskatchewan Occupational Health and Safety Act, Regulations and Codes
Formal leadership development training and proven leadership skills
Knowledge of piping and equipment design and material specifications in the refinery industry (ASME, API, CSA)
Experience with mentoring, guiding and developing professionals into leaders and technical specialists.
Knowledge of SAP, planning, scheduling, and reporting systems
A valid Class 5 Driver\xe2\x80\x99s License is required.
