Job Summary:

Reporting to the Manager, Strategic Programs in the System Planning and Integrity section, you will provide strategic advice, and recommend and support the implementation of corporate, cross-sectoral and inter-governmental policies, programs, and services related to homelessness. Specifically, you will lead the research, consultation, and drafting of policies and processes related to establishing and operating a Coordinated Access System, designed to connect people experiencing homelessness with permanent housing in Toronto, including alignment with divisional and corporate initiatives. You will draft policy documents, presentations, reports, and updates to senior management, City Council, other levels of government, community partners, people with lived experience of homelessness, and the housing and homelessness sectors.

Major Responsibilities:
  • Develops and implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Leads the research, consultation and drafting of key strategic initiatives and projects, and complex government-wide policy development for the Shelter, Support and Housing Administration Division. This includes significant stakeholder and civic engagement, including with Indigenous partners, service providers, and people with lived experience of homelessness.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others through open communication, trust building, and collaboration.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work, monitoring and evaluating staff performance, including supporting staff to achieve career goals and integrating actions to support the City's commitment to reconciliation and confronting anti-Black racism.
  • Provides professional and objective strategic policy and program advice to the General Manager, Director, and senior management regarding access to affordable and supportive housing for people experiencing homelessness in line with direction from City Council, other levels of government, corporate policies and practices, and applicable legislation.
  • Leads project teams by establishing strong governance structures including representative steering groups, working groups and committees, applying sound project management methodologies including full work plans, timelines, communications plans and deliverables, reports on progress, tracks decisions, and provides advice and analysis of implications of changes to project plans.
  • Develops strategic and effective relations with network of cities, partners and stakeholders.
  • Ensures integrated and consistent communications, issues management, and responses to existing and emerging issues.
  • Prepare comprehensive reports and presentations to Committees of Council, community and stakeholder groups.
  • Develops analysis and recommendations on legislative changes related to homelessness, and recommends policies for the City and other levels of government.
Key Qualifications: * Post-secondary education in public policy, planning, social science, social work or a related field or the approved equivalent combination of education and/or related experience.
  • Extensive experience in research, analysis, and program development in fields related to government wide policy, intergovernmental relations, strategic policy, and stakeholder and civic engagement, including drafting reports, presentations, briefings and policy papers.
  • Considerable experience in managing large and complex projects, or strategic and operational reviews related to homelessness within a major public, not-for-profit or private sector organization.
  • Considerable experience supervising, motivating and training staff, in an effort to enable a high-performing and diverse team, through inclusion and continuous improvement.
You Must Also Have:
  • An excellent ability to develop and maintain relationships with external organizations in the context of complex intergovernmental and/or stakeholder relations.
  • Knowledge of the City's legislative framework and decision-making processes.
  • Highly developed communications skills, both verbally and in writing, at all organizational levels.
  • Highly developed interpersonal skills and demonstrated proficiency in conflict resolution in complex, multi-stakeholder situations.
  • An ability to work in partnership with Indigenous service providers in the spirit of self-determination and sovereignty, and uphold commitments made in SSHA's Meeting in the Middle Strategy and Action Plan.
  • An ability to advance the equitable outcomes of groups overrepresented in Toronto's homeless populations, including Indigenous people, Black people, Seniors, 2SLGBTQ+ people, and women.
  • An ability to work with front-line and sector staff and people with lived experience of homelessness in a collaborative manner, with the goal of designing policies, programs, and systems that reflect the lived experience of people staying in shelters, or sleeping outdoors, and the staff who directly support them
  • Advanced knowledge of MS Excel related to organizing, analyzing and reporting data for management decision making will be an asset.
  • An ability to deal with confidential materials and matters, and implement effective privacy and information management systems.
  • An understanding of issues related to homelessness and housing, as well as the services provided by Shelter Support and Housing Administration.
  • Strong customer service skills working with clients, service providers, the general public and/or staff to address service inquiries, requests and/or complaints.
