Requirements:
DESCRIPTION:
The Central Agencies Cluster requires a Senior Business Analyst, where you will provide comprehensive I&IT business analysis services for clients with diverse business and technological needs. As a Strategic Solutions Consultant, you will play a crucial role in understanding and documenting business requirements, advising on best practices, and promoting consistent business analysis standards within the organization.

RESPONSIBILITIES:
Collaborate with business stakeholders and subject matter experts to gather, document, and analyze business needs and requirements
Assess client\'s business problems/opportunities and develop business requirements for effective I&IT solutions
Drive business improvements through re-engineering concepts and cost-effective service delivery approaches
Lead and conduct business analysis aligned with project methodologies and standard systems development practices
Develop strategies, business cases, and cost-benefit analysis, and conduct feasibility studies for I&IT initiatives
Employ various techniques such as business modeling, use case modeling, and data flow modeling to define project scope and requirements
Monitor progress, resolve issues, and provide regular updates to management and stakeholders
Establish performance measures and traceability matrices for business analysis evaluation
Leverage excellent analytical, problem-solving, and communication skills to meet deadlines and ensure project success

Qualifications:
SKILLS AND EXPERIENCE:
Strong knowledge of business analysis techniques, tools, and methodologies
Experience in business process modeling, re-engineering, and Joint Application Development (JAD)
Proficient in evaluating feasibility, options, priorities, and benefits of different approaches
Excellent communication, consultation, and interpersonal skills for effective stakeholder engagement
Proven ability to build relationships, negotiate, and liaise between clients and project teams
Skilled in leading and facilitating discussions and committees to achieve consensus
Analytical mindset with expertise in business modeling, data modeling, and gap analysis
Familiarity with agile methodologies and experience in iterative digital product development
Project management knowledge, including business case development, resource planning, and deliverable monitoring
Prior experience in government settings, particularly in procurement and business case development, is highly desirable

MUST HAVES:

Seeking an experienced self-starter who is skilled at:
1. Eliciting problem statements
2. Driving requirements gathering
3. Documenting Business Requirements documentation
4. Engaging senior executives
Ideally with Government experience; in particular procurement and Business Case development
