Halifax Regional Municipality is inviting applications for two permanent, full-time positions of Senior Business Analyst (Strategy & Portfolio) in Information Technology. The Senior Business Analyst provides ongoing support for the Strategy and Portfolio Management Office (S&P). The S&P Senior Business Analyst is a proficient facilitator and is accountable for leading strategic initiatives (e.g.: development of assessments, business cases; with supporting rational), which can include everything from process improvement and/or re-engineering through to identification and recommendation for new / replacement of technology enabling business solutions. The S&P Senior Business Analyst is responsible for leading and planning their engagements, is self-sufficient and is comfortable working independently with senior level management / customers.

The S&P Senior Business Analyst is adept at working with project and operational teams and other stakeholders from across the organization to identify and ensure planned products and services will meet organization needs and be compliant with all relevant standards.

In support of this work, the S&P Senior Business Analyst is a subject matter expert in business process improvement and/or re-engineering and continuous improvement efforts, with significant experience in gathering requirements / traceability, gap analysis and related project support activities.

QUALIFICATIONS
Education and Experience:

  • Undergraduate degree in Computer Science, Business Administration, Public Administration, or a suitable combination of a degree with Business Analysis training and experience;
  • The following levels of education or certification would be considered an asset: Master of Business Administration, Certification in Business Analysis, ITIL Certification;
  • Minimum eight years\' experience functioning as a senior business analyst in a private or public sector organization; experience in the implementation and delivery of projects, having participated in all aspects of the project life-cycle;
  • Five or more years\' experience in:
  • Strategic thinking and leadership with strong abilities in relationship management;
  • Developing and identifying effective and efficient options and recommendations to address diverse and complex business problems;
  • Authoring strategic deliverables i.e. business cases; assessments, etc.
  • Conducting cost benefit analysis and defining financial indicators such as return on investment (ROI), payback period (PP), Net Present Value (NPV);
  • Leading and facilitating interactions with senior management to document, analyze, and recommend solutions and business changes; and
  • Building strong relationships with stakeholders including senior management, customers, and technical staff.
Technical/Job Specific Knowledge and Abilities:
  • Significant and relevant experience, leading strategic engagements that included the development of related deliverables (included recommendations) e.g. business case, roadmaps, assessments;
  • Very strong facilitator abilities/skills - relevant experience eliciting business and technical information using skills including interviewing, researching, and workshop facilitation;
  • Extensive industry experience in business needs identification and assessment; solution delivery methodologies, tools, techniques, and trends;
  • Advanced proficiency in requirements gathering and documenting; business process modelling and improvement, analysis; requirements traceability; acceptance test planning and execution;
  • Working knowledge of project management and organizational change management concepts;
  • Working understanding of the technical architecture components that comprise an IT solution;
  • Working knowledge of formal process improvement models or frameworks such as Lean, Six Sigma, CMMI;
  • Proficiency in Microsoft Office and diagramming tools such as MS Visio.
  • Demonstrated professional ability to:
  • Plan and sequence work activities for self as well as for small project team groups;
  • Analyze business situations including problems, pain-points, and opportunities, and come up with recommend high-value changes and/or the best course of action to mitigate or resolve;
  • Make sensitive / confidential recommendations to management such as outsourcing business functions or reduction of staff;
  • Protect and keep private sensitive and confidential information such as proposed business strategies, process or staffing-level changes gained through discussion with HRM management and business case development efforts; and
  • Work with all levels of HRM management and staff.

WORK STATUS: Two permanent, full-time positions

HOURS OF WORK: Monday to Friday, 8:30 am to 4:30 pm; 35 hours per week

SALARY: Non-Union level NU07; $76,490 - $105,170. Salary to be commensurate with experience.

WORK LOCATION: 14th Floor Barrington Tower, Halifax
