Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Property Acquisitions Office is seeking a Senior Manager, Acquisition Controls to provide subject matter expertise, and management oversight to the forecasting and budgeting related to delivery of properties for various multi-billion dollar Metrolinx projects.

What will I be doing?
  • Provides strategic oversight to operational functions including monitoring and reporting on budgets and forecasts related to real property acquisitions associated with large, complex multi-billion dollar capital projects including the expansion of railway corridors, rail and bus stations, parking facilities, fleet storage, maintenance facilities, and commercial office buildings in accordance with Metrolinx\'s policies, procedures and best practices.
  • Reports on the Property Acquisition Capital and Operating Budgets and Forecasts ensuring effective controls and reporting processes are in place.
  • Provides technical advice for financial controls for property requirements coordination and input into the development of property acquisition strategies and plans for all Metrolinx projects.
  • Prepares divisional strategies, coordinates, leads and directs in-house staff and external consultants in the completion of property acquisition closings and property vendor of record contract management.
  • Provides expertise on risk mitigation strategies to ensure compliance with Metrolinx policies and procedures, design and schedule requirements and to manage Metrolinx\'s liability throughout the lifecycle of projects as they pertain to property acquisitions for Metrolinx Projects.
  • Develops and maintains the property acquisition database (PETRA) and acquisition policies to ensure alignment with and support delivery and implementation of all capital infrastructure projects within CPG.
  • Provides leadership and expertise on project management and property acquisition strategies including the application of appropriate acts and legislation.
  • Represents Metrolinx on property acquisition and disposition matters and serves as the primary contact to the real estate and development communities.
  • Ensures property close-out strategies are continually implements for completion of files.
  • Manages risk, and anticipates circumstances which may impact project deliverables, and responds to emerging problems.
  • Develops key performance indicators to assess and monitor processes and timeliness as well as evaluate strategies. Develops recommendations and action plans to improve processes and modify strategies/plans which will impact outcomes. Contributes data for the PMO dashboard.
  • Cultivates and actively manages critical relationships with senior leadership across multiple external stakeholder groups together with government parties.
  • Acts as the subject matter expert in providing consultation, advice and day-to-day guidance regarding functional requirements and processes.

What Skills and Qualifications Do I Need?
  • Advanced knowledge of financial practices in commercial transactions and the requirements for closing of commercial property.
  • Completion of a degree in Business Administration, Project Management, Urban & Regional Planning, Urban Land Economics, or a related discipline - or a combination of education, training and experience deemed equivalent.
  • Minimum ten (10) years of extensive experience leading real estate acquisitions, commercial finance, valuation experience and asset management programs.
  • Experience with transit construction infrastructure and/or Alternative Financing and Procurement projects would be beneficial.
  • Negotiating skills to navigate between multiple parties with differing perspectives along with interpersonal skills to develop collaborative internal relationships that facilitate the accomplishment of the Group\xe2\x80\x99s objectives.
  • Leadership skills to develop and set dynamic and long term goals across the functional \xe2\x80\x9ccolumn\xe2\x80\x9d that contributes to the fulfillment of a larger organizational goal or mission.
