Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\xe2\x80\x99s subway system, to get people where they need to go, better, faster and easier. Our Property Acquisition Office under the Capital Projects Group is seeking multiple Senior Property Acquisitions Control Officers to join our team. This position is critical in supporting the acquisitions process by being responsible to process the final settlement of property acquisition transactions. The Senior Property Acquisitions Control Officer\xe2\x80\x99s priority is to ensure timely payment, avoiding interest penalties, and other costs. What will I be doing?

  • Process updated approval submission memos and project budget tables for each settlement to ensure approvals and sufficient funding are in place.
  • Ensure completeness of expropriation documentation for each settlement with soft and hard copies filed in the appropriate folders in the Electronic Document filing system for records retention.
  • Tracking the Vendor of Record contracts and expenditures incurred to date.
  • Track variances to budget and accruals as part of updating the acquisition status for senior management reporting.
  • Reviews and summarizes contracts, property legal documentation, the Expropriations act and other relevant documentation pertinent to the acquisition.
  • Works closely with the in-house property data management database (PETRA) to ensure information is correct and properly reflected in all reporting.
  • Manages the \xe2\x80\x9cclose-out\xe2\x80\x9d and \xe2\x80\x9cyear-end\xe2\x80\x9d phase of projects\xe2\x80\x99 property acquisitions ensuring all the terms and conditions of contracts have been met and that payments due have been processed
  • Conducts property handover to corporate accounting and property management for continuity.
  • Identifies, assesses, and recommends solutions for financial issues that impact property acquisitions and / or real estate related contracts.
  • Provides Manager, Property Acquisition Controls and property acquisitions teams with financial analysis and associated financial reporting and metrics as required. Leads the analysis and delivery of financial reporting for the division\xe2\x80\x99s budgetary commitments and individual capital projects by reconciling costs accrued, forecasting expenditures and identifying variances.
  • Works to ensure transparency and identify processes for improvement, and helps implement measures to rectify deficiencies in process, protocol and procedures.
  • Manages the overall contract and internal payments functions for property acquisitions and acts as the final \xe2\x80\x9cgate keeper\xe2\x80\x9d before payments are released to contractors by ensuring compliance with contractual agreements and budget allocations to reduce financial risks and potential for large financial errors.

What Skills and Qualifications Do I Need?
  • Completion of a diploma or degree in Business Administration, Real Estate, Accounting or Finance or a related discipline \xe2\x80\x93 or a combination of education, training and experience deemed equivalent
  • Minimum six (6) years\xe2\x80\x99 progressive experience in real estate, property administration, finance, or contract management, preferably within a real estate environment or transit infrastructure or engineering environment.
  • Demonstrated strong attention to detail and ability to check and audit transactions.
  • Strong knowledge and direct experience in real estate transactions (acquisitions, dispositions, leasing, asset management); reading and interpreting legal contracts (ie purchase and sale agreements, lease agreements).
  • Prior experience with property accounting, financial analysis, and reporting principles and practices in large, complex multi-billion dollar and multi-project construction and infrastructure environments.
  • Knowledge of budget, project scheduling, forecasts, property closings, contract administration, and documentation.
  • Experience in using systems and applications, such as Primavera Contract Manager, Oracle Unifier, Hyperion, Ecosys, GIS, Power BI, MS Project, Visio, Word, Powerpoint or similar.
