Purpose


The Senior Manager, Enterprise Program Governance FCRM, is part of the Program Governance Office (PGO) within the Financial Crime Risk Management (FCRM) department at Scotiabank. Under the direction of Director, Enterprise Program Governance, Intelligence & Reporting FCRM, the Senior Manager is responsible for leading the mandate of developing and implementing strategies to enhance governance of the Enterprise FCRM Program, which includes the Enterprise AML/ATF Program, Enterprise Sanctions Program, and Enterprise Second Line Fraud Risk Program. The Senior Manager will drive strategic aspects of the governance function, establishing and managing the architecture and processes for governance, reporting, and communications to FCRM governance committees that include the Financial Crime Program Effectiveness Committee and Financial Crime Risk Oversight Committee. Additionally, the Senior Manager will be responsible for synthesizing strategic updates and messaging in collaboration with all FCRM stakeholder groups and transforming ideas and concepts into clear and precise presentations to FCRM governance committees and senior management.
Accountabilities


  • Works with the Director and the broader PGO team to develop strategies for enhancing the governance of the Enterprise FCRM program and monitoring the effectiveness of the FCRM governance function.
  • Develops and maintains the FCRM governance framework, including overseeing the establishment and ongoing review of FCRM governance committee charters, which may include creating new committees, and setting the standards for governance routines and consistent escalation processes across the Bank.
  • Develops and implements strategies for increasing the effectiveness and quality of reporting to FCRM governance committees, senior management, executive and board reporting, including developing processes and standardized templates.
  • Develops the forward-looking agenda for FCRM governance committees in line with strategic priorities while ensuring adequate coverage of FCRM program areas and emerging risks.
  • Works closely with the Enterprise FCRM program reporting, metrics, intelligence, and analytics teams on streamlining data and information for incorporation into Board and other forms of program level reporting and enabling risk intelligence and analytics to deliver strategic insights to senior management.
  • Oversees the development of well-structured internal communications and executive level materials for presentation to FCRM senior management to incorporate in other settings.
  • Develops and maintains standards, guidance and procedures related to FCRM governance, communications, and reporting.
  • Coordinates with the broader PGO team to develop standard reports, summaries, and other processes/procedures to facilitate assessment of the effectiveness, sustainability, and maturity of the Enterprise FCRM program.
  • Coordinates with FCRM governance committee membership to ensure relevant topics in line with the program architecture are included for governance committee deliberation, and any resulting actions are tracked and reported adequately.
  • Proofreads information and materials submitted for inclusion in governance committee agenda to ensure relevance and confirm an appropriate level of detail is provided in relation to the request for action from FCRM governance committees.
  • Documents meeting minutes to accurately capture discussions, decisions, and action items resulting from FCRM governance committee meetings.
  • Coordinates with various FCRM stakeholder groups to follow up on outstanding action items and presentation of updates to governance committees.
  • Ensures that consistent messaging is delivered through all communication and escalation channels.
  • Maintains record keeping of key governance documentation including but not limited to FCRM governance committee agendas, meeting minutes, and presentations.
  • Performs industry and regulatory research and analysis, staying abreast of AML and Sanctions regulatory developments and attends relevant training courses.
  • Leads and drives a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems, and knowledge.
  • Pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.
  • Additional accountabilities as required.

Skills

  • Prior exposure to a control environment in risk management, compliance, or audit, including communication with senior executive level audiences
  • Excellent stakeholder and program management skills
  • Attention to detail with ability to synthesize information and summaries in a clear and concise manner and adapt communications to management
  • Strong drafting and verbal communication skills
  • Strong analytical and data visualization skills
  • Ability to deliver results in a fast-paced and dynamic business environment
  • Strong MS PowerPoint skills to support generation of presentations and reports

Education / Experience

  • 5+ years of banking or financial services experience, preferably within financial crime risk management (e.g. AML, Sanctions), compliance, or audit
  • Undergraduate and/or graduate degree in business administration, finance, law, or related field is desirable
  • ACAMS designation or equivalent preferred
