Position Summary

The Senior Human Resources Business Partner (SHRBP) is responsible for providing Human Resources generalist support to an assigned client group within Orillia Soldiers' Memorial Hospital in the areas of labour relations, recruitment and retention, position administration, employee and leadership development, performance management, attendance/disability management and salary administration. The SHRBP will support both the Human Resources and the Management team in maintaining strong union and employee relationships.

The SHRBP contributes significantly to Hospital objectives by actively participating in program development and process improvement initiatives.

PRIMARY RESPONSIBILITIES:

  • Supports labour relations activities including administration, interpretation and negotiation of collective agreements, and coordinates activities related to grievances and arbitrations.
  • Participates as an active member to the Hospital negotiating team(s).
  • Responsible for resolution of grievances in a manner that provides fairness and due process. Where required, prepares reports for mediation and rights arbitration.
  • Leads recruitment and retention, position administration, employee and leadership development, performance management, attendance/disability management and salary administration within assigned client group.
  • Actively guides, coaches and counsels management and employees on employment, employee relations, collective agreements, policies, procedures and legislation.
  • Assesses staffing requirements in accordance with the appropriate collective agreements and hospital policies.
  • Provides ongoing support and mentorship of the Human Resources Team in areas of current labour and employee relations, best practices, and legislation.
  • Oversees the recruitment and selection process including consulting with managers regarding staffing needs, managing requisitions for staff requests, postings, and advertising, liaising with external agencies, interviewing, reference checking, and overseeing the completion of employment contracts.
  • Participates in the new hire orientation program, as required.
  • Collaborates to identify and direct the development of employee skills to support current and anticipated business needs.
  • Initiates and coordinates the ongoing completion of job descriptions.
  • Supports managers in the interpretation and application of Hospital policies and procedures related to employee and HR issues
  • Facilitates and mediates between managers and employees concerning HR related issues and employee relations.
  • Interprets, executes and develops policies and procedures to ensure consistent and equitable application.
  • Researches and monitors trends in compensation by participating in salary surveys and providing analysis/comparison.
  • Participates in standing and ad-hoc committees, task groups, accreditations teams and continuous quality improvement teams, providing human resources perspective to issues within these groups, as assigned by the Director of Human Resources.
  • Organizes and conducts manager/employee information meetings on employment, performance and attendance management, and labour relations, as required.
  • Participates in the annual service award recognition event.
  • Champions change initiatives within the organization.
  • Champions communication - drives appropriate top-down, bottom-up and lateral communication.
Performs other duties as may be assigned by the direct manager or may assigned by the Vice President, People Services

Qualifications

Education:
  • University degree required with a major in Human Resources, Business or equivalent.
  • Certified Human Resources Professional (CHRP) or working towards successful completion required.
Experience:
  • A minimum of seven (7) years experience as an HR Generalist with a minimum of three (3) years experience in labour relations required.
  • Previous labour relations experience in a hospital setting is preferred.
  • Knowledge of the current Collective Agreements and legislation with the ability to apply their intent to specific cases is preferred.
  • Experience as a Generalist participating in all areas of Human Resources functions and practices including recruitment and retention, attendance management, employee/labour relations, position administration, compensation analysis, job evaluation, management and employee counseling is required.
  • Current working knowledge of relevant legislation including but not limited to Employment Standards Act, Workplace Safety and Insurance Board, Human Rights Code, Freedom of Information and Protection of Privacy Act with the ability to assess, interpret and apply is required.
  • Knowledge of the principles of job evaluation and selection criteria to ensure effective recommendation of appropriate compensation levels for salary positions is preferred.
  • Knowledge of adult learning principles is preferred.
