Overall Job Summary
The main role of the Sr. HSE Advisor, LED Project is to support the LED project team and Client\'s contractors in planning and conducting safe offshore operations. Ensure that the project meets pre-determined KPI\xe2\x80\x99s, is regulatory compliant, and returns on-station in a safe and efficient manner.

The Sr. HSE Advisor will lead onsite resources and provide guidance to contractor and subcontractor resources. The Sr. Advisor will report directly to the Manager, Atlantic Health and Safety Deployed, however will also report indirectly to the Project Manager of the LED project.

The individual in this position is responsible for providing technical and functional HSE support for the Life Extension Drydock (LED) Project for the FPSO. This position will be based in St. John\xe2\x80\x99s, Newfoundland of the planning and design phases of the project and will then shift to the selected shipyard for the execution of the LED project. Work schedule is 8:00-5:00 Monday to Fridays leading up to the drydock period, where the role will shift to full time assignment in the selected shipyard.

This position will conduct verification and assurance activities that will help ensure that LED contractors are meeting regulatory compliance, operations integrity objectives and health, safety and environmental (HSE) performance goals. These goals and objectives will be aligned with the Operations Integrity Management System (OIMS) and the Project\xe2\x80\x99s Health, Safety, Environment and Security (HSES) Standards.

Additional responsibilities include:

  • Supervising and leading the onsite HSE Resources as well as providing guidance to Contractors and subcontractors regarding HSE expectations and requirements.
  • Conducting internal and external regulatory compliance gap assessments.
  • Carrying out audits and inspections of scope specific contractors using the company-based compliance verification tools.
  • Conduct and/or review quality of incident investigations.
  • Develop, implement, and follow LED H&S standards and procedures, including the project HSE plan. Ensure bridging documents are developed with the awarded shipyard for safe and efficient execution of the LED project.
  • Inform and advise project management and engineering staff on matters and decisions related to process and occupational safety management.
  • Support assurance activities (audits) which evaluate the performance of contractor\xe2\x80\x99s safety management system.
  • Coach and mentor Client and contractor reps in safety management and safe work practices.
  • Manage issues and risk registers for the LED project teams, ensuring proper documentation and mitigation for the project and the restart of FPSO operations.
  • Participate in hazard and risk assessments, Field Level Hazard Assessments (FLHA\xe2\x80\x99s), safety meetings and attend leadership meetings as HSE resource.
  • Document and compile information and data regarding Key performance indicators (KPI\xe2\x80\x99s) for reporting purposes. Draft Daily/Weekly/Monthly updates and performance reports for submission to project and management teams.
  • Providing visible frontline leadership engagement presence in the field, ensuring compliance and safe execution of work is maintained.
  • Ensuring the consistent and effective execution of Selected Shipyards and Client\xe2\x80\x99s agreed upon Health, Safety, and Environment management systems, standards and policies (including Control of Work) through assurance and verification activities.

Balanced, functional knowledge in project management and/or marine drydocking requirements.
Ability to complete GAP assessments, develop HSE Policies, procedures and plans in alignment with Client standards and to bridge with vendors and contractors.
Excellent communication and presentation skills.
Extensive knowledge of local regulatory requirements of the C-NLOPB and Transport Canada.
Extensive knowledge of best practice safety management processes.
Frontline leadership and people management abilities (mentoring, managing, influencing others)

Qualifications
Post-secondary education in the field of Health Safety and Environmental Science and/or Occupational Health and Safety Certificate/Diploma or Degree from a recognized Canadian post-secondary institution.
Professional safety designation such as CRSP, CSP, ROH, or ROHT would be considered an asset.
Minimum of 10 years specific experience in a prior HSE role including direct responsibility for the administration of Health, Safety and Environment management programs for the construction, offshore or marine industry.
Thorough knowledge and experience in working in a fast past, project environment. Experience working in an industrial environment, specifically a shipyard would be considered an asset.

Work Environment:
Physical:
  • Office Based, transitioning to Construction site/field-based work in selected shipyard
  • While in shipyard, requirement to spend extensive time in the field. This will include requirements for working at heights, in confined spaces, ascending and descending ladders and stairs as part of the assurance and verification program.
Environmental:
  • Project, Fast paced, continual change.
  • Required to work in all types of physical environmental conditions.
