General Accountability

Reporting to the Chief Engineer - Mechanical, the incumbent is responsible for preparing conceptual and final mechanical engineering designs for industrial building services related to transit structures and facilities. The incumbent instructs, supervises, directs and co-ordinates the work of Design Engineers and Engineering Technologists preparing mechanical drawings and specifications; conducts and/or supervises design calculations, investigations, studies and reports; plans, manages and co-ordinates projects; supervises, directs and reviews the work of outside consultants; supervises the production of standard drawings; supervises and performs field and shop drawing reviews; takes professional responsibility for designs as required by the Association of Professional Engineers of Ontario; represents the section on development reviews and assists with the day to day management and supervision of the Mechanical Design section.

May be required to work outside normal work hours for site visit inspections. Occasional attendance at track level will be required.

Key Job Functions

Supervise and provide mechanical engineering specialized in building services design, including HVAC, plumbing, drainage, fire protection, high pressure piping, fluid storage and distribution systems, bus hoists and other vehicle servicing equipment, emergency tunnel ventilation. This involves:\xe2\x80\xa2 taking on the design lead for projects where mechanical building services is the major discipline;

  • preparing engineering designs, drawings, specifications and contract documents, analysis and reports based on established user group and project requirements;
  • stamping drawings for Building Permit applications, tender and construction;
  • managing and co-ordinating various projects and contracts within the section, including establishing estimates, schedules, resources, budgets, design guidelines and taking responsibility for deliverables;
  • directing, assisting and preparing, technical, preliminary and pre-design reports and work plans;
  • attending meetings for design co-ordination with other engineering disciplines, departments;
  • directing, assisting, and participating in the information gathering in both office and field, such as existing drawings, site inspections of equipment and systems;
  • conducting tests and troubleshooting systems and preparing reports detailing findings, conclusions and recommendations;
  • establishing design concepts for building mechanical systems;
  • assigning, directing, and checking design work, calculations, analysis, studies, reports and investigations assigned to Design Engineers and Engineering Technologists;
  • preparing drawings and specifications for conformance with design inputs, accuracy, completeness, maintainability, constructability and compliance with Commission standards, manuals, and applicable codes;
  • providing assistance and guidance to Design Engineers and Engineering Technologists;
  • providing sketches and marked drawings to Design Engineers and Engineering Technologists to enable them to produce detailed design drawings;
  • checking the work of Design Engineers and Engineering Technologists for conformance with design inputs; and confirming final designs conform to all applicable current codes and standards, and TTC Design Manuals;
  • investigating and troubleshooting technical related problems; conducting tests on systems and preparing reports detailing findings, conclusions and recommendations;
  • reviewing and formally commenting on designs, drawings and specifications prepared by the TTC\'s Design Division for co-ordination and impact on the mechanical building services systems;
  • participating in interdisciplinary meetings as well as co-ordinating design with engineers and/or other design service groups to produce a co-ordinated set of contract drawings and specifications, and meeting requirements established by user groups;

  • researching and incorporating relevant codes and standards associated with the design work;
  • preparing and/or assisting with the preparation of estimates related to work and/or change orders;
  • providing text and edited copy of mechanical specifications to Engineering Standards and Support section for the production of final specifications for tender and construction;
  • assisting with the preparation of Division 1 specifications, providing inputs to scope of work description, work hour restrictions, construction constraints, etc.;
  • reviewing and commenting on contract documents and technical reports prepared by TTC staff;
  • conducting field inspections and reviewing record drawings for purposes of investigating existing conditions;
  • periodically updating TTC design manuals, standard drawings and master specifications;
  • monitoring and following up with the Design Engineers and Engineering Technologists to make sure the recommended design changes are consistently made to the drawings and specifications;
  • supervising, reviewing, checking and professionally sealing and signing technically complete documents submitted for permit application, tendering, and construction purposes;
  • supporting construction activities during the construction phase associated with designs completed by the Mechanical Design section.

Education and Experience
  • Completion of a university degree in Mechanical Engineering or the equivalent or a combination of education, training, and experience deemed to be equivalent.
  • Extensive directly related supervisory work experience in a multidisciplinary design environment.
  • Registration as a licensed Professional Engineer in Ontario.
  • Must possess a valid Ontario driver\'s license and have access to a vehicle to attend meetings.
Additional Requirements
  • Requires a sound knowledge of mechanical engineering principles, methods, and practices as applied to the Commission\'s mechanical building services and facilities.
  • Must have strong working knowledge of relevant mechanical systems and equipment including HVAC, plumbing, drainage, fire protection, high pressure piping, fluid storage and distribution systems, bus hoists and other vehicle servicing equipment, emergency tunnel ventilation, elevators, and escalators.
  • Must have a strong knowledge of applicable codes/practices/standards including the Ontario Mechanical Safety Code, Ontario Building Code, Canadian Standards Association, Occupational Health and Safety Act, American Society of Heating, Refrigeration and Air Conditioning Engineers, American Society of Plumbing Engineers, American National Standards Institute, American Society of Mechanical Engineers, Electrical Safety Code and TTC Design Manuals, and how they relate to Commission\'s mechanical systems and associated equipment.
  • You must have a demonstrated ability to carry out and/or co-ordinate projects and studies and have an ability to supervise the activities of a group of engineering professionals.
  • Must be computer literate with a good working knowledge of personal computers and computerized applications related to the work including familiarization with CADD MicroStation.
  • Must possess sound judgment plus excellent technical, analytical, problem solving, interpersonal, verbal communication and engineering report-writing skills.
  • Must quickly develop comprehensive working knowledge of, and be able to assist others in understanding and using, departmental policies, procedures and applicable manuals, drawings, specifications, and standards (e.g. TTC Project Management Manual, Construction Manual and Design Manual).
  • Must have or be able to acquire Subway/SRT Rule Book certification for attendance at track level.
