The Opportunity




Primex is seeking a Senior Development Manager for a one-year maternity leave contract, with the potential for extension. This role is suited for a seasoned development professional who is confident leading large-scale, complex multi-family rental projects from early feasibility and acquisition support through entitlements, design development, permitting, and readiness for construction.


Reporting to the Director of Development, this role requires strong project leadership, disciplined execution, and close collaboration across internal teams. The successful candidate will be comfortable operating within a structured, process-driven environment and will avoid siloed decision-making in favour of clear communication and alignment.

Key Responsibilities




Project Leadership and Accountability

Lead multiple large-scale development projects through feasibility, acquisition support, design development, municipal approvals, permitting, and coordination into construction. Own project schedules, milestones, deliverables, and reporting. Exercise sound judgment, escalate issues appropriately, and maintain project momentum.

Cross-Department Collaboration

Collaborate closely with Construction, Finance, Leasing, Property Management, Interior Design, and other internal stakeholders as required. Engage cross-functional teams at all major project decision points. Follow and champion Primex's development touchpoints, processes, and templates. Maintain high communication visibility and avoid siloed or independent decision-making.

Consultant and Design Team Management

Lead and manage multidisciplinary consultant teams. Prepare and issue RFPs, negotiate consultant fees, and oversee consultant contracts and billing. Direct design development to align with project budgets, operational requirements, market needs, and organizational design guidelines.

Municipal Approvals and Stakeholder Engagement

Coordinate all municipal approval processes including rezoning, development permits, building permits, servicing agreements, and off-site requirements. Attend council and committee meetings and lead public consultation processes. Liaise with authorities having jurisdiction and manage application submissions, resubmissions, and responses to comments.

Financial Management and Proforma Oversight

Maintain accurate and up-to-date development proformas in collaboration with Finance. Forecast major development costs including permit fees, deposits, and levies. Integrate design decisions with construction cost implications and ensure alignment with financial targets.

Execution and Delivery

Drive tasks to completion with strong follow-through and accountability. Identify issues early, propose solutions, and proactively clear roadblocks. Maintain organized project documentation, version control, and complete project records.

Qualifications



5 to 8 years of real estate development experience, with a focus on multi-family rental projects. Wood-frame and mid-rise experience preferred. Proven experience leading complex projects with minimal oversight. Strong knowledge of municipal approvals processes in British Columbia. Demonstrated ability to collaborate effectively across internal departments. Exceptional organizational skills and attention to detail. Clear and confident communication with executives, consultants, and municipal stakeholders. Proficiency in Microsoft Office, Adobe, Asana, and Bluebeam. Experience with Procore or SharePoint is an asset. Post-secondary education in planning, architecture, engineering, commerce, geography, or a related discipline, or equivalent experience.
