Senior Dam Safety Engineer

The Opportunity

The Alberta Energy Regulator is currently recruiting for a Senior Dam Safety Engineer to join our passionate team of professionals. We are looking for someone who wants to make a positive impact on Alberta?s energy sector.
As a Senior Dam Safety Engineer, you will provide regulatory oversight for energy-sector dams in Alberta; this includes incident response, inspections, and the technical review of regulatory submissions. You will be part of the team that has regulatory oversight of 200+ energy-sector dams across the province, including some of the most complex tailing structures in the world. Additionally, you will have the opportunity to engage with a variety of stakeholders, including dam operators, consultants, and regulators in other jurisdictions.

Our ideal candidate has a strong geotechnical engineering background with dam safety engineering experience and is looking to make a meaningful contribution towards the safe operations of dams in Alberta.

Your Key Responsibilities:


  • Execute the AER?s Dam Safety Program in accordance with the applicable government policies, regulations, and AER strategic priorities.

  • Accountable for regulatory oversight for a portfolio of dams.

  • Conduct technical reviews of dam safety regulatory submissions (e.g., design reports, dam safety performance reports, risk assessments, etc.).

  • Carry out field inspections, track nonconformances and safety deficiencies, identify non-compliances.

  • Respond to safety incidents and support the AER?s oversight as a subject matter expert.

  • Contribute to continued enhancement of the dam safety program and the development of a long-term strategy for continuous improvement.

  • Write, review, and communicate technical information to support the dam safety program, including publishing results on an annual basis.

  • Provide technical expertise to the AER on complex geotechnical issues related to the full life cycle of dams. Promote a collaborative and enterprise-first approach.

  • Influence direction and inform AER decision makers by engaging with external stakeholders (e.g., dam operators, technical associations, academia, etc.) to solicit information on opportunities and challenges facing the dam safety community.

  • Contribute to the training, development, and mentorship of other staff.


Qualifications:

  • Master of Science in Geotechnical Engineering is preferred.

  • Registered, or immediately eligible for registration, as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) is required.

  • 8-10 years of related experience in geotechnical engineering with an emphasis on design, construction, and operation of earthfill water and tailings dams.

  • Knowledge and understanding of the Alberta Dam and Canal Safety Directive and related legislation would be considered an asset.

  • Knowledge and experience with the Canadian Dam Association (CDA) dam safety guidelines and bulletins and the Mining Association of Canada (MAC) tailings management guidelines would be considered an asset.

  • Working knowledge of industry standard geotechnical software packages as well as industry software packages for seepage, stress-strain, slope stability, flood routing (inundation mapping) are preferred.

  • Excellent written and verbal communication and presentation skills.

  • Proven ability to manage multiple deadlines, projects, and priorities.

  • Team player with the ability to influence without authority.

  • Strong attention to detail and technical accuracy.


Additional Requirements and Information:

  • All applicants must be legally entitled to work in Canada at the time of application.

  • Pre-placement medical required.

  • Physical demands include:

    • Walking / traversing on uneven surfaces.

    • Working outside in various weather conditions.

  • Possess a valid class 5 driver?s license and a driving record that meets the minimum requirements in the AER?s driving policy.

  • Travel required with overnights stays. Approximately 5% of workload is field work.
