Advises of Jira services and opportunities to client departments to improve business functions. Gathers requirements and sets objectives ensuring deliverables are met in collaboration with PHC clients and works with Provincial Digital Health Information Services (PDHIS) to determine technical configuration. Develops, recommends, and manages strategies, policies and procedures on Jira use within PHC. Maintains quality control in relation to PHC standards and supports PDHIS to enable Jira system functions to be operating and accessible. The Senior Business Analyst/Project Leader is the primary contact for PHC Jira-related items and acts as the liaison between PHC and PDHIS Jira resources.Your duties will include:Consulting and Implementation: Provide consulting services to client departments, gather requirements, and manage the implementation of Jira projects, ensuring deliverables are met and issues resolved.Collaboration and Configuration: Work with Provincial Digital Health Information Services (PDHIS) to determine optimal technical configuration, perform testing, and ensure system functionality and accessibility.Quality Control and Standards: Maintain quality control by monitoring design compliance to PHC standards, revising guidelines as needed, and developing strategies, policies, and procedures for Jira use within PHC.Liaison and Support: Act as the primary contact for PHC Jira-related items, liaise between PHC and PDHIS Jira resources, and provide ongoing support and consultation to ensure effective system operation and user satisfaction.Qualifications / Skills and EducationEducation, Training and Experience

  • Graduation from a recognized degree in a relevant discipline and five (5) years\xe2\x80\x99 recent, related experience that includes managing medium to large scale projects, facilitating and managing consultation processes with a wide range of partner groups, or an equivalent combination of education, training and experience.
Skills and Abilities
  • Understanding of Jira, including configuration, customization, and administration.
  • Familiarity with database queries related to Jira.
  • Understanding of APIs to integrate Jira with other tools.
  • Skills in administering and maintaining Jira instances, including user management and permissions.
  • Effective collaboration skills and the ability to establish and maintain positive working relationships with staff at all levels of the organization.
  • Knowledge of project management principles and methodologies and ability to coach staff on these skills.
  • Basic understanding of software development practices and Agile methodologies.
  • Ability to analyze and interpret data to generate insights and reports.
  • Ability to identify inefficiencies and recommend improvements to workflows and processes.
  • Attention to detail to ensure accuracy and reliability of data and configurations.
  • Excellent verbal and written communication skills to interact with partners and team members.
  • Physical ability to perform the duties of the position.
Duties and Responsibilities
  • Competitive salary: $74,618 - $107,264 CAD per year / $38.12- $54.80 CAD per hour, depending on experience

  • Provides a consulting service to client departments by answering inquiries, assisting clients in understanding the Jira service and opportunities to leverage for improving business functions.
  • Manages the implementation of Jira projects by collaborating with clients to gather requirements including workflows, schemes, custom fields and dashboards. Sets objectives, ensuring deliverables are met, resolving issues, negotiating with client departments and Provincial Digital Health Information Services (PDHIS). Prepares and delivers training/orientation programs and materials for the client department.
  • Collaborates with PDHIS to determine the optimal technical configuration.
  • Identifies testing requirements in collaboration with PDHIS, including systems testing, user testing and production implementation. Performs post-implementation and quality improvement reviews related to design and usability.
  • Consults on accounts/licensing for Jira projects including access and deprovisioning for inactive users.
  • Acts as liaison between PDHIS Jira resources and all business units and acts as the primary contact for PHC Jira project owners. Triages requests, provides responses and status reports to originators; stewards or transfers requests as necessary and maintains operational inventory and statistics and reports on activity.
  • Provides support/consultation to PDHIS to ensure Jira system functions are operating and accessible, including monitoring site usage and growth.
  • Maintains quality control by monitoring design compliance to PHC standards. Revises guidelines and standards to ensure consistency in design and usability as needed. Monitors performance of PHC Jira projects and takes immediate corrective action if necessary.
  • Develops and recommends strategies, policies and procedures on Jira use within PHC; implements, documents and maintains these procedures.
  • Conducts internal user experience assessments, focus groups, and feedback surveys.
  • Act as primary point of contact for PDHIS in relation to maintenance/upgrades to Jira. Supports planning, estimating and scheduling Jira changes impacting PHC projects. Supports development of supporting procedures, documentation, and training.
  • Performs other related duties as required.
