Job Description

INTRO

The position will involve providing safety analysis and licensing support to the primary mission lines established in the Engineering organization, i.e. Strategic Projects, Stewardship & Renewal Group (SRG), Science & Technology (S&T) and Capital Projects.

With respect to Safety Analysis, the type of work that would be executed would include, but is not limited to: Deterministic Safety Analysis, Probabilistic Safety Analysis, Hazard Identification, Radiological Consequence Analysis and Shielding Analysis.

With respect to licensing, typical work would include items such as developing and implementing licensing strategies to facilitate and secure regulatory approvals in support of construction and operation of new facilities, modifications to existing facilities, and decommissioning.

DUTIES

  • Perform safety analysis as defined in the Safety Analysis Program Functional Instruction Documents
  • Perform and/or review routine and complex hazard assessments.
  • Provide input to designers regarding safety implications of proposed designs and to operations staff regarding safety implications of proposed operations, changes to operating procedures or plan.
  • Obtain regulatory approval for construction, operation, modification and decommissioning of facilities at CRL.
  • Prepare licensing documents/plans in support of facilities/projects.
  • Maintain safety analysis and licensing basis for nuclear facilities at CRL.

  • Attend training and maintain the qualifications necessary to perform the required job functions
QUALIFICATIONS
Education
  • Bachelor (Honours) or Masters or PH.D in Engineering or Science from a university of recognized standing; or membership in an engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization.
Experience
  • Minimum 5 years of relevant work experience in hazard & accident analyses, licensing submittals, obtaining regulatory approvals and practical experience at a nuclear facility
Abilities and Skills
  • Regulatory framework governing Canadian nuclear industry
  • Design engineering process
  • Hazard identification techniques, e.g. HAZID, HAZOP, What-If.
  • Deterministic safety analysis methods
  • Probabilistic safety assessments
  • Dose Consequence Analysis
  • Ability to plan workload across multiple projects
  • Ability to read and interpret technical drawings
  • Confident in liaising with clients, contractors and other third parties as required
  • Excellent technical report writing and numeracy skills
  • Flexibility and willing to travel
Job/Industry Specific Knowledge
  • Thorough knowledge and understanding of applicable legislation, industry standards and guides (such as CSA), REGDOCs, Licence, Licence Conditions Handbooks, licence obligations, commitments to the CNSC and other Regulators.
  • Knowledge of engineering practices and principles relating to nuclear facilities and programs (e.g., Engineering Change Control-ECC)
Location of Work
  • Hybrid (Category B - Remote, but require regular or frequent attendance on-site)
  • This role is based out of CNL's Chalk River site, however, subject to the terms of this agreement, the primary work location will be remote. The role will require some regular and frequent attendance at the Chalk River site. The schedule and frequency will be determined by discussions with the manager as well as internal client and project needs. CNL may require travel from time to time, as necessary.
