Key Responsibilities:

As ROW (Right of Way) Land Analyst (contractor) you will be working collaboratively with the Surface Land team and the Right of Way coordinators, to maintain all Surface Land records related to all Downstream pipelines within Canada. This position would cover managing crossing, road use and various other agreements in the vicinity of the client\xe2\x80\x99s pipelines. Strong understanding of pipeline administration is a requirement. Many aspects of Community Awareness will also be entailed in this role.

A large portion of this position also covers administering and responding to incoming agreement requirements and queries, updating a central Sharepoint site, supporting the Right of Way coordinators with creating and sending survey notification to landowners, tenants and third parties (Integrity Digs, Corrosion, Water Crossings etc.)

Close collaboration and communication with Operations, Integrity and Field personnel is an expectation. Prior pipeline analyst experience would be an asset for this job.

The client presently has pipeline operating areas in the provinces of Alberta, Saskatchewan, British Columbia and Ontario as well as operates in the Northwest Territories and North of 60.

The ROW Land Analyst (Contractor) would represent the client in Canada with the highest degree of professionalism and integrity when interacting with internal and external stakeholders. This 18 month contract position will report to the Surface Land Manager and you will join a team of other land professionals, supporting the client\xe2\x80\x99s Surface Land portfolio.

Specific responsibilities and skills would include:

  • Review with ROW Coordinators on renewal and/or release of easements
  • Review proposed third party projects and inform parties of pipeline location, restrictions, safety
  • Download, print, review and file survey drawings. Pull PIN\xe2\x80\x99s for all landowners and update CFO database
  • Review integrity projects surveys, create and maintain electronic files for all projects
  • Prepare permit requests for all third party crossings (Integrity Digs, Tool Runs, and AC Mitigation, support ROWC with AGM surveys, CP survey, DoC/Water Crossing surveys)
  • Submit and track permit requests
  • Update the Integrity Tracker regularly
  • Review requests for Crossing, Temporary Workspace Agreements and provide conditions for working near pipeline.
  • Prepare and send Crossing, Temporary Workspace Agreements to management for review/approval
  • Support endorsements for non-standard agreements requiring law review endorsement
  • Support the review of agreement alignment with previously approved versions
  • Update/maintain Crossing agreement documents and database
  • Update ROW stakeholder - Landowner/Tenant/Municipal/Emergency Responders (i.e. return mail, change of address, new property owner, deceased property owner, property sale)
  • Order and manage the client\xe2\x80\x99s Oil swag giveaways for sites - contact sites, obtain management approvals, obtain estimates, prepare work orders and organize shipping. Contact vendor for samples/costs
  • Spring and Winter - Work closely with ROWC\xe2\x80\x99S to send out letters/calendar mail out to all Stakeholders, Tenants, Municipal and Emergency Responders (Canada wide). Update mailing lists, prepare correspondence, order Facility Safety Guides (as required) and order calendars. Contact all sites for calendar requirements
  • Submit approved letter for translation to French (all QC sites require correspondence in French)
  • Prepare work orders for calendars, safety guides, and mail out services. Organize mailing and/or shipping for all sites
  • Complete Land Registry searches to determine property ownership status
  • Search files for drawings, agreements, easements etc. as requested
  • Review and revise with ROWC PDM documents (locate forms Controlled Area Access), Facility Safety Guide
  • Support ROWC in obtaining approvals from landowners/tenants for maintenance work along right-of-way (grass cutting, sign replacement/installation)
  • Work with operations and ROWC to update forms, processes, compliance, as and when required
  • Provide information regarding third party access, obtaining agreements, regulations
  • Work with law and ROWC to create standardized, endorsed agreements with third parties
  • Review utility requests and project notifications to determine if there are impacts to the client, send drawings if requested
Education/Experience:
  • 4-5 years of experience as a ROW Pipeline Analyst/administrator with a proven and strong performance record
  • Graduation from an accredited Surface Land Program or relevant experience would be an asset
