Position Overview

The CHI Evaluation Platform specializes in evaluation, health services and community/population health research. Platform members work closely with decision makers to address research and evaluation questions of priority to the healthcare system. Ongoing communication and negotiation with stakeholders is required. Duties include:

  • Takes leadership in identifying emerging health system priorities
  • Providing research, evaluation and knowledge translation leadership to the health system, focusing on areas as identified by senior leadership in Shared Health, Manitoba Health, Seniors and Active Living, the Centre for Healthcare Innovation, Academic partners and other Manitoba health regions as required.
  • Takes responsibility for developing, directing, conducting and collaborating on research and evaluation activities
  • Initiates and develops research and evaluation proposals in response to CHI partner priorities
  • Proactively identifies potential research funding sources, and develops research funding proposals in response to organizational need s and priorities.
  • Identifies and incorporates relevant stakeholders into research, evaluation, and QI activities
  • Ensures that affected programs/services, and key individuals are consulted and have input in setting research and evaluation priorities, identifying research and evaluation questions, and interpreting findings. Manages and coordinates complex research and evaluation activities.
  • Develops interview/focus group questions/guides
  • Organizes and conducts focus groups and interviews
  • Undertakes qualitative analysis
  • Engages patient and public partners
  • Supports development of applied tools based on research and evaluation findings (e.g., ongoing monitoring program)
  • Developing and strengthening decision-maker/researcher partnerships.
  • Providing supervision and mentorship to students, Research Assistants , and Research Associates as required.
  • Developing and conducting formal and informal research and evaluation capacity building activities.
Experience
  • A combination of 3 years directly related research and work experience will generally be required. Experience in a health services field is a strong asset. Also, eligibility for university appointment is highly desirable.
  • Advanced skills in health services research and evaluation, use of applied mixed methods (qualitative and quantitative; with an emphasis on quantitative methods preferred), specifically related to:
  • Health economics
  • Critical review of economic evaluation literature
  • Statistical analysis
  • Experience and theoretical knowledge of
  • Health services research specific to economic evaluation.
  • Experience in using large administrative databases to answer research/evaluation questions.
  • Experience/knowledge of the Canadian/Provincial health system and understanding/awareness of current issues in healthcare (e.g., patient flow, complex chronic disease, mental health reform, primary care reform, health equity, integrated care, transitions in care, patient engagement, systemic racism) an asset
  • Experience in, and commitment to:
  • initiating and conducting () health system and decision maker-driven evaluations, research projects and knowledge syntheses
  • working on collaborative evaluation and research projects
  • designing and developing funding proposals for health services research
  • applying effective knowledge translation strategies
  • demonstrating exemplary leadership and mentorship skills
  • developing research reports, articles and presentations for both academic and lay audiences.
  • working in a culturally diverse environment, and collaboratively (or in partnership?) with Indigenous and other BIPOC (Black, Indigenous, People of Colour) communities
Education (Degree/Diploma/Certificate)
  • PhD in Health Services, Epidemiology, Community Health Sciences, Public Health, or related discipline.
  • Related post-doctoral work an asset.
  • Formal education in qualitative methodology.
Certification/Licensure/Registration
  • May be required for specific positions.
Qualifications and Skills
  • The HSR should have experience in designing and conducting patient-oriented evaluation and research projects.
  • The following skills are highly desirable.
  • Experience with qualitative analysis software (e.g. NVivo, etc)
  • Survey design, administration and analysis
  • Interview/focus group design, administration and analysis
  • Analytical use of administrative databases to answer research/evaluation questions
  • Data collection/management systems.
  • Use of quantitative analysis software (e.g., SAS, SPSS, STATA)

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.
