The Calgary Drop-In and Rehab Centre (\xe2\x80\x9cthe DI\xe2\x80\x9d) is a low-barrier, housing-focused shelter that serves some of the city\xe2\x80\x99s most vulnerable people. At the DI, we focus on providing a person\xe2\x80\x99s basic needs, while doing everything possible to find them a permanent, safe home that meets their individual needs. Position Summary

Reporting to the Senior Director, Strategy, Impact & Engagement, the Senior Advisor, Research, Evaluation & Impact supports the goal of ending chronic homelessness at the DI and assists clients to gain independence by leveraging resources, community connections, research partnerships and public systems to coordinate services with the DI. The incumbent will be responsible for the creation and oversight of a long-term strategic evaluation plan that measures outputs, outcomes, and impact for both internal program improvement and external reporting. The Senior Advisor is responsible for developing and leading the data and outcomes strategy for DI programs to ensure we are setting and achieving measurable targets that align with the strategic priorities of the organization. Working with internal teams and external contractors the Senior Advisor supports government relations and the fund development strategies with research, evaluation, grant writing, and data to demonstrate impact. The Senior Advisor will supervise the Organizational Impact Analynovst.

As a member of the DI\xe2\x80\x99s leadership team, the Senior Advisor, Research, Evaluation & Impact participates and leads strategic projects to ensure the DI program operations are integrated with Diversion, Health & Recovery Services, Case Management, and Housing. The Senior Advisor works within the guidelines, policies and mission of the agency and will be accountable and responsible for specific projects as assigned.

Time Commitment

This is a full-time position comprised of normal business weekday hours, however there will be requirements to be available and flexible from time to time outside normal business hours as the need arises. Schedule may be altered at the discretion of management.

Job Duties and Responsibilities

  • Assist in the development and execution of the organization\xe2\x80\x99s strategic plan, helping the DI to achieve its mission and deliver on its strategic objectives
  • Work closely with the leadership team to ensure strategic alignment in departmental work including the Executive Office, Information Technology, Fund Development, Privacy Officer and others as required
  • Lead the Data and Outcomes Committee (chair), including reconfiguring the committee as required to meet the needs of all organizational programs, also responsible for delivering monthly outcomes reporting in alignment with the DI\xe2\x80\x99s strategic plan;
  • Work with stakeholders throughout the organization to define data strategy, and execute a plan to revolutionize the Systems, Research, and Impact team in reference to building the capacity of the DI to be a data-driven organization
  • Develop and execute a comprehensive data governance strategy, framework, and roadmap that aligns with the organization\'s goals and objectives including the DI\xe2\x80\x99s research and evaluation processes.
  • Provide the strategic mindset and capability to collaborate extensively with internal and external stakeholders to identify areas for the organization to unlock the power of data and insights including but not limited to programmatic trends, data eco-system improvements, data infrastructure requirements, data automation, workflow improvements, contracts and communication
  • Oversee and conduct programmatic and organization-wide evaluations as required
  • Support the executive office\xe2\x80\x99s government relations and advocacy strategy
  • Fulfill reporting requirements to government contacts, as appropriate
  • Support Fund Development in grant applications and reporting through the provision of narratives and/or supporting data
  • Works closely with Information Technology to ensure departmental visions are aligned when it comes to maintaining the data infrastructure of the organization
  • Research emerging programs and practices to advance the DI strategically as a national leader in our work to end homelessness
  • Provides positive leadership to all staff, encouraging a team approach, professional attitude, and models DI values
Required Competencies and Qualifications
  • Post-secondary degree in social sciences or related field, i.e., social work, human services, health, education, geography, statistics, economics; or technical and scientific fields such as computer science and mathematics
  • Deep understanding of Calgary\xe2\x80\x99s Homeless-Serving System of Care
  • Strong comprehension of designing and implementing programmatic evaluation
  • Experience in performing statistical and qualitative analysis on large datasets with variable data quality
  • Ability to conduct and analyze research and apply findings to government relations and advocacy initiatives accurately and effectively
  • Strong problem-solving skills and the ability to use data to improve projects, programs and processes
  • Strong, strategically focused analytical skills, good common sense, capacity to provide leadership and initiate programmatic change
  • Strong computer skills, including familiarity with word processing, database management, and internet research. Proficient in Office365 and Microsoft Office Suite
  • High professional standards and ethics for ensuring data quality and meaningful analysis with complicated datasets
  • Well-developed inter-personal and conflict resolution and negotiating skills
  • Energetic and self-directed, with effective time management and organizational skills including the ability to deal with several priorities at the same time
  • Excellent communications skills, both verbal and written. Summarizing large amounts of information into readable and comprehensive reports is an asset.
  • Attention to detail and ability to identify errors and propose solutions
  • Eager to learn new systems and adopt improved best practices
Working Conditions
