The Transportation Services Division is seeking seven Research Analyst 1 to join the Data & Analytics Unit. As part of the Policy & Innovation Section, the Data & Analytics Unit acts as a hub for data analytics and data management within the Transportation Services Division. The Unit is comprised of four teams: Data Operations (Emerging Mobility), Data Science (Safety & Mobility), Data Collection and Digital Products (MOVE).

The Unit is hiring for each of the following teams:
  • Data Operations - 2 positions: responsible for the Data & Analytics Unit's digital infrastructure including pulling, hosting, transforming, cleaning, validating, and publishing transportation data, as well as the testing and evaluation of new sources of data. The team additionally conducts analysis of Emerging Mobility such as car share and the vehicle-for-hire industry.
  • Data Science - 2 positions: responsible for using advanced data analysis, machine learning, and statistical methods to conduct analyses and build data tools to drive the development of and evaluation priority Divisional programs and projects with a focus on road safety and multi-modal network monitoring and performance.
  • Data Collection - 3 positions: responsible for designing and implementing multi-modal data collection and analysis projects, researching and integrating emerging data collection technologies and methods, managing and analysing cycling and other transportation data, developing processes and procedures to expand and modernize the data collection program, and assisting with the day-to-day operations of the data collection program.

Major Responsibilities:

Research Analyst 1 will apply their strong analytical skillset to a range of transportation problems. These are exciting opportunities to conduct research at the intersection of transportation and urban planning, big data, data analytics, data science, machine learning, data visualization, and smart cities topics to help the City of Toronto build and operate a better, safer, and more equitable transportation network for all road users.

Successful candidates will develop data analysis and digital infrastructure projects, support projects related to safety & mobility, emerging mobility, and critical Divisional programs such as ActiveTO, Vision Zero, the Cycling Network Plan, the Congestion Management Plan, Micromobility, Vehicle for Hire, and the Surface Transit Network Plan.

Data Analytics
  • Conducts statistical data analysis using a range of modern analytical techniques with programming languages and tools such as: Python, R, SQL, Jupyter Notebooks and JavaScript.
  • Processes, cleans, and manages spatial data using spatial databases (PostgreSQL/PostGIS) and GIS to support the development of web mapping applications.
  • Develops interactive web-based visualizations, reporting tools and dashboards.
  • Collects, analyzes, evaluates and synthesizes data to develop recommendations for improvements to existing Divisional projects, policies and services.
  • Identifies, monitors and interprets information on traffic and transportation networks to forecast problematic areas and future needs.
  • Actively searches out opportunities for process automation through the use of programming languages and tools.
  • Develops and administers reports on the performance of the transportation network using Prepares collision diagrams, flow maps, graphs, charts, and statistical reports for circulation throughout the Division
  • Provides evidence-based policy analysis support on a broad range of transportation topics and issues which may include economic, business and strategic infrastructure aspects.
  • Processes, cleans, and maintains transportation data, and manages data collection and analysis requests.
  • Develop recommendations for improvement by conducting pilot studies to assess transportation data collection technologies, software, methodologies, data management and/or computer systems.
  • Analyzes and evaluates collision, volume, speed and other transportation datasets.
Research
  • Conducts research relating to transportation, traffic, big data, data analytics, data science, machine learning, data visualization and smart cities topics in order to build an understanding of best practices.
  • Identifies and monitors emerging transportation data sources, including those with potential applications in current and future Divisional projects and programs.
  • Keeps abreast of current and emerging techniques and technologies in the fields of big data, data science and data visualization.
  • Prepares abstracts, reports, technical memos, maps, presentations of analyses and studies.
  • Summarizes findings by preparing static and interactive visualizations including maps, tables, graphs, charts, diagrams and graphics.
  • Researches best practices on transportation analytics and big data initiatives from academia and other municipalities and levels of government and prepares briefing notes, presentations and technical documentation.
  • Maintains an electronic library/catalogue of applicable research data, statistics, books, periodicals and reference material.
  • Plans, evaluates and conducts pilot studies to assess transportation analytics and big data technology, software, methodologies, data management and/or computer systems.
Communication
  • Prepares documentation on queries, routines and processes/procedures in support of initiatives, programs and day-to-day functions of the Data & Analytics Unit to facilitate the transfer of knowledge and consistent practices.
  • Attends meetings with staff, including the preparation of presentations for stakeholders on transportation statistics; networks with other Departments/Divisions, different levels of government, consultants, contractors and vendors to assess options and determine best solutions.
  • Liaise with and respond to inquiries from the public, City staff, consultants, contractors, external government agencies, elected officials, Toronto Police Service, etc.
  • Assists in the procurement of services and goods, including the preparation of Request for Proposals/Quotations and the evaluation of bids and proposals.
  • Writes reports, including the preparation of budgets and tracking of expenditures.
Key Qualifications:
  • Post-secondary degree or diploma in Civil or Transportation Engineering, Planning, Computer Science, Project Management with relevant experience and/or an approved equivalent combination of education and experience. A post-graduate degree would be considered an asset.
  • Considerable experience in research, data collection, or interpreting, summarizing and visualizing data.
  • Considerable experience using Python, R, SQL or other equivalent tools for advanced data analytics, interpretation of data, statistical modelling, or other equivalent tools.
  • Experience with databases and data warehousing including organizing, compiling, manipulating, analyzing and summarizing large datasets.
  • Experience using the Microsoft Office Suite (i.e., Excel, Powerpoint, Access, Word).
You must also have:
  • Knowledge in urban planning, traffic engineering and/or transportation planning.
  • Experience with GIS (Geographic Information Systems), spatial analysis, spatial databases, cartography and mapping.
  • Knowledge of machine learning including supervised and unsupervised learning algorithms, pattern recognition, artificial neural networks, and deep learning.
  • Experience with interactive data visualization, interactive mapping, web development, data product and dashboard development.
  • Excellent oral and written ability to communicate effectively and the ability to present research and analysis findings effectively.
  • Strong analytical, problem-solving and organizational skills, together with an ability to take initiative, multi-task, and work under time constraints, and exercise good judgement. Ability to provide excellent customer service and liaise with the public, contractors, and staff in other service areas.
