Position Summary:

Reporting to the Supervisor, Fleet, this position is accountable for purchasing and inventory of parts, fuel, oil and supplies for Rocky View County. Coordinating activities involved with procuring goods and services for the County, the Purchaser will negotiate with vendors to obtain optimum quality, price, delivery and terms in accordance with established policies and procedures of the County.

Core Accountabilities:

  • Possess technical knowledge to run an effective parts department within the bounds of budget, plus resourcefulness in achieving effective results with available resources.
  • Negotiate and place orders with approved suppliers establishing price, delivery, quantity, payment, scope of work and change orders, scheduling and tracking delivery, as well as follow up on accuracy, returns and credits.
  • Reconcile a high monthly volume of purchase orders, fuel supplier invoices, calculate PMT credits, and process all non-P.O. invoices for the department.
  • Research sources of supply; determine sole source validity and method of procurement action.
  • Effective ability to identify parts and supplies through catalogue research and do so within all County guidelines.
  • Liaise with salespersons and vendors.
  • Maintain records and files in accordance with established policies and procedures.
  • Compose requisitions for vehicle and equipment purchases and submit to Lead Purchaser.
  • Inventory control and monitoring, adjusting inventory to minimize obsolescence.
  • Consult with Supervisor to schedule parts needs to reduce equipment down time.
Position Requirements:

A Licensed Parts-person with a minimum of five years (5) years of progressively responsible and diversified experience in procurement.
  • Well-developed communication and interpretation skills, with the ability to work independently and collaboratively in a multi-disciplinary team, understanding that there will be frequent interruptions.
  • Demonstrate time management, organizational, problem solving and decision making ability.
  • Familiarity using an integrated purchasing / financial software package.
  • Completion of Supply Management training is an asset.
  • Demonstrate proficiency and aptitude with computer functions (including MS Office Suite).
